Creation of Classification Scheme and implementation of Electronic Record Management in Municipal Library of Prague

Abstract:

Tématem magisterské práce je tvorba Spisového a skartačního řádu a výkon spisové služby v Městské knihovně v Praze dle zákona č. 499/2004 Sb. a na něj navazujících vyhlášek. Tento zákon určuje vyjmenovaným subjektům zásady příjmu, evidence, rozdělování, oběhu, vyřizování, podepisování, odesílání a ukládání dokumentů a nařizuje povinnost umožnit výběr archiválií, které se po uložení do archivu stávají součástí sbírky národního kulturního a intelektuálního dědictví. První kapitola stručně shrnuje vývoj spisové služby na našem území od prvních písemných záznamů až do roku 2004. V druhé kapitole je rozebrána aktuální legislativní úprava výkonu spisové služby, podrobně především zákon č. 499/2004 Sb. Evidenci a správě dokumentů obecně, systémům správy dokumentů a systémům automatizované spisové služby se věnují kapitoly tři a čtyři. V kapitole páté jsou představeny výsledky průzkumu ohledně automatizované spisové služby v knihovnách s krajskými a regionálními funkcemi. Kapitola šestá popisuje zásady výběru a implementace systému automatizované spisové služby. V kapitole sedmé je rozebráno vnitřní a vnější prostředí Městské knihovny v Praze, ukázána SWOT analýza toku dokumentů v Městské knihovně a popsán průběh zavádění její automatizované spisové služby. V nejrozsáhlejší kapitole osmé, pojaté jako výklad vyhlášky č. 646/2004 Sb., je podrobně popsána tvorba Spisového a skartačního řádu Městské knihovny v Praze a na konkrétních textech jsou tak ukázány jednotlivé legislativní požadavky. Devátá kapitola představuje práci v prostředí systému automatizované spisové služby GINIS® společnosti GORDIC® spol. s.r.o. Součástí diplomové práce je i v přílohách umístěný slovníček pojmů a především archivem schválený text Spisového a skartačního řádu MKP.

Abstract:

This thesis deals with the creation of Classification Scheme and the service of Record Management in Municipal Library of Prague in accordance with the law no. 499/2004 subsequently amended. This law designates principles of receiving documents, document registration, document distribution, circulation of records, handling of documents, signing, document forwarding and document archiving to the listed subjects. It enacts duty to enable choice of archival documents. After archiving they become a part of collection of national cultural and intellectual heritage The first chapter summarizes historical development of Record Management in Czech Republic since its first written records until the end of year 2004. The second chapter analyses the present legislation for Record Management, first of all the law no. 499/2004 in detail. The chapters three and four deal with document registration and management in general, document management systems and systems of Electronic Record Management. The fifth chapter introduces the research findings on Electronic Record Management systems in libraries with regional functions in the Czech Republic. The chapter six describes the principles of selection and implementation of Electronic Record Management systems. The seventh chapter analyses internal and external environment of the Municipal Library of Prague and presents SWOT analysis of document flow in this institution. The progress of implementation of Electronic Record Management system is described here too. The largest chapter eight is conceived like the interpretation of the edict no. 646/2004. It contains a description of creation of Classification Scheme of Municipal Library of Prague in detail and individual legislation requirements are shown on specific examples. The chapter nine introduces how to work using Electronic Record Management system GINIS®. The vocabulary of used definitions and namely the final text of Classification Scheme of Municipal Library of Prague are a part the thesis.
