The integration processes in the Post - Soviet Central Asia space

Abstract:

Cílem této práce je analýza procesů mezinárodní integrace a regionalismu v postsovětském prostoru vymezeném teritorii nástupnických států SSSR ve střední Asii. Tento v mnoha ohledech specifický region patří v rámci geopolitických procesů a s tím souvisejících tlaků k nejzajímavějším oblastem planety a svým způsobem ho lze chápat jako indikátor měnícího se světa. Je to dáno především jeho strategickou polohou umocněnou bezprostřední blízkostí silných světových mocností, štěpnou náboženskou a civilizační linií vyvolávající ozbrojené společenské konflikty, jež přitahují pozornost celého světa či stále palčivějšími environmentálními problémy, o kterých se již nějaký čas mluví jako o latentních příčinách válek budoucnosti. Úspěch či neúspěch regionální integrace ve Střední Asii závisí hlavně na dvou významných faktorech. Prvním je ?hra? mocností (zejména Ruska a Číny), které ovlivňují zahraničně-politické procesy v pěti postsovětských státech. Druhým faktorem, který míru integrace v regionu ovlivňuje , jsou problémy lokální, jež vstupují do vzájemné interakce těchto středoasijských států. Při definování společného problému může na této bázi dojít k institucionální spolupráci ? tedy integraci, ale také naopak ke konfliktu ? dezintegraci. Pokusím se nalézt a popsat základní trendy těchto integračních procesů, analyzovat úspěšnost a atraktivitu regionálních mezinárodních organizací v průběhu sledovaného období od rozpadu SSSR po současnost a nastínit možný další vývoj.

Abstract:

The aim of this work is the analysis of the processes of international integration and regionalism in the post-Soviet area delineated by the territories of successor states to the USSR in Central Asia. This, in many respects, specific region belongs, within geopolitical processes and the pressures related with them, to the most interesting areas of the planet Earth and it could be understood as an indicator of the changing world. It is mainly due to its strategic location amplified by the immediate 59 proximity of powerful world powers, splitting region and civilization line causing armed social conflicts, which attract attention of the whole world or permanently burning environmental problems that are being discussed for some time now as latent causes of wars of the future. The success or failure of the regional integration in Central Asia relies predominantly on two important factors. The first one is the ?game? of the world powers (namely Russia and China), which influence foreign-political processes in the five post-Soviet states. The second factor that influences the extent of integration in the region, is local problems (national, economic, religious, environmental, etc.), which enter the mutual interaction of these central-Asian states. While defining the common problem on that basis, there may also appear an institutional cooperation ? i.e. integration or also contrary to that a conflict ? desintegration. The aim of this work is to find out and describe the fundamental trends of these integration processes, analyze the success rate and attractiveness of regional internationl organizations in the course of the observed period from the break-up of the USSR to the present days and outline possible development.
