Electronization of Public Administration in the Czech Republic

Abstract:

Tématem diplomové práce je elektronizace veřejné správy v České republice s jejím porovnáním s estonským eGovernmentem. Hlavním cílem práce je přiblížení vývoje eGovernmentu v České republice od jeho počátku do současnosti a seznámení se stěžejními prvky eGovernmentu s porovnáním vývoje a současné situace v Estonsku, které je špičkou ve světě v této oblasti.Nejprve se budeme věnovat vymezení pojmu eGovernment, dále pak jeho historickému vývoji, strategickým dokumentům a základním právním předpisům. Následující kapitoly jsou věnovány prvkům eGovernmentu České republiky, a to zejména těm nejstěžejnějším jako jsou základní registry, datové schránky a autorizovaná konverze dokumentu a projekt Czech POINT. Dále je práce věnována eGovernmentu Estonska, jejímu historickému vývoji, strategiím, kybernetickému útoku na Estonsko, základním institucím v oblasti eGovernmentu Estonska, základním právním předpisům a prvkům eGovernmentu Estonska. Poslední kapitola se pak věnuje porovnání eGovernmentu České republiky a Estonska.

Abstract:

The topic of this thesis is the electronization of public administration in the Czech Republic and its comparison with the Estonian eGovernment. The main aim of the thesis is to describe the development of eGovernment in the Czech Republic from its beginning to the present and to get acquainted with the main elements of eGovernment with a comparison of the development and current situation in Estonia. historical development, strategy documents and basic legislation. The following chapters are devoted to the elements of eGovernment of the Czech Republic, especially the most important ones such as basic registers, data boxes and authorized document conversion and the Czech POINT project. Furthermore, the work is devoted to Estonia eGovernment, its historical development, strategies, cyber attack on Estonia, basic institutions in Estonia eGovernment, basic legislation and elements of Estonia eGovernment. The last chapter is devoted to the comparison of eGovernment of the Czech Republic and Estonia.
