Barriers to the use of occupational rehabilitation

Abstract:

Na trhu práce se vyskytují skupiny lidí, které jsou více než ostatní ohroženi nezaměstnaností, mezi ně bezesporu patří osoby se zdravotním postižením. Úřad práce ČR má řadu nástrojů a možností, jak lidem bez práce pomoci při vstupu či návratu na pracovní trh. Jedním z těchto nástrojů je pracovní rehabilitace, která je určena přímo pro cílovou skupinu osob se zdravotním postižením. Cílem této práce je odpovědět na poznávací otázku: „Jaké bariéry identifikují pracovníci ÚP ČR při využívání pracovní rehabilitace jako nástroje pro integraci osob se zdravotním postižením na trh práce?“ Diplomová práce se skládá ze tří základních částí, tj. z části teoretické, metodologické a analytické. V teoretické části nejprve věnuji pozornost pojmu osoba se zdravotním postižením a jejímu postavení na trhu, vymezuji pojem pracovní rehabilitace a její role v systému ucelené rehabilitace a dále definuji možné bariéry jak integrace osob se zdravotním postižením na trh práce, tak bariéry využívání pracovní rehabilitace. Metodologická a analytická část se týká samotného výzkumu. Pro svůj výzkum jsem zvolila kvalitativní výzkumná strategii a k získání dat jsem využila polostrukturované rozhovory. V závěru diplomové práce zodpovídám hlavní výzkumnou otázku a definuji bariéry, které brání lepšímu využívání pracovní rehabilitace.

Abstract:

There are groups of people on the employment market which are more threatened by unemployment than others, including people with disabilites. The Labour Office of the Czech Republic has several ways of helping the unemployed individual entering or re-entering the employment market, one of them being occupational rehabilitation, which is directly designated for the specific target group with disabilities. The goal of this work is to answer the question: „Which barriers do employees of the Labour Office of the Czech Republic identify in using the occupational rehabilitation as a tool for integrating a disabled person into the employment market?“ The thesis is composed of 3 parts: theoretical, methodological and analytical. In the theoretical part, I begin with focusing on the term disabled person and on the standing of individuals branded as such on the employment market. I will also specify the term of occupational rehabilitation and it's role in the system of overall rehabilitation, as well as defining obstacles in the way of both integrating disabled people into the employment market and utillizing the occupational rehabilitation. The methodological and analytical part are concerned with the research itself. For my research I have chosen qualitative research strategy and opted for semi-structured interview as tool for data collection. In the conclusion I answer the main question of my thesis and define the problems inhibiting better utillization of occupational rehabilitation.
