Abstract:

Téma bydlení a jeho finanční dostupnost je nedílnou součástí sociální politiky státu. V České republice toto téma nabývá v posledních letech na významu v důsledku rostoucích cen nemovitostí a s tím souvisejících zpřísňujících se podmínek pro poskytování hypotečních úvěrů, které slouží k financování vlastního bydlení. Hlavním cílem diplomové práce je analýza vývoje finanční dostupnosti bydlení ve Středočeském kraji v letech 2008-2018, přičemž analýza se zaměřuje na sektory nájemního a vlastnického bydlení. Dílčím cílem práce je zjistit, zda lze na základě změřených výsledků definovat ohrožené skupiny obyvatelstva a určit, které okresy Středočeského kraje vykazují největší a naopak nejmenší míru zatížení náklady na bydlení. To vše i s ohledem na zkoumané sektory bydlení. K těmto účelům jsou v praktické části práce využity tři různé přístupy k měření finanční dostupnosti bydlení a to indikátorový, reziduální a referenční přístup. Teoretická část práce se zabývá charakteristikou trhu s bydlením, bytovou politikou České republiky, sociálním bydlením a možnostmi financování vlastního bydlení. Výsledky provedeného měření v rámci praktické části práce pak potvrzují hypotézu, že mezi jednotlivými okresy Středočeského kraje jsou měřitelné rozdíly ve finanční dostupnosti jak vlastnického, tak nájemního bydlení. Zároveň umožňují identifikovat nejvíce ohrožené skupiny obyvatelstva ve Středočeském kraji co se týče finanční dostupnosti bydlení.

Abstract:

Housing affordability is an important part of state social policy. In the Czech Republic, this topic has become increasingly important in recent years due to rising property prices and the related tightening conditions for mortgage lending used for housing financing. The main aim of the thesis is to analyze the development of housing affordability in the Central Bohemian Region in 2008-2018. The analysis focuses on the rental and ownership sectors. The partial aim of the thesis is to find out whether it is possible to define on the basis of measured results the groups of people at risk and to determine which districts of the Central Bohemian Region show the largest and the smallest burden of housing costs. All this with regard to the surveyed housing sectors. For these purposes, three different approaches to the measurement of housing affordability are used in the practical part of the thesis, namely indicator, residual and reference approaches. The theoretical part of the thesis deals with the characteristics of the housing market, housing policy of the Czech Republic, social housing and possibilities of housing financing. The results of the measurement carried out in the practical part of the thesis confirm the hypothesis that there are measurable differences between the individual districts of the Central Bohemian Region in the financial affordability of both ownership and rental housing. At the same time, they make it possible to identify the most vulnerable groups of the population in Central Bohemian Region in terms of housing affordability.
