Justyfing the Wartime Relocation of Japanese Americans from the West Coast - An Orientalistic Approach

Abstract:

Spojené Státy se na počátku druhé světové války potkali s problémem národní bezpečnosti vzhledem k tomu, že stovky tisíc imigrantů a jejich potomků pocházeli ze zemí fašistické osy. Problém se týkal zejména občanů Německa, Itálie a Japonska a taky amerických občanů Japonského původu. Americká vláda však nakonec vyčlenila jenom Američany japonského původu jako potenciální špiony a sabotéry. Bylo taky rozhodnuto, že se japonští Američani musí vystěhovat ze senzitivních vojenských oblastí, tedy ze západního pobřeží. Americká vláda toto rozhodnutí oprávnila hned několika tvrzeními, přičemž všechny byly založeny na předpokladu, že Japonci oplývají jednotnou, „esenciálně Japonskou“ povahou, která je pro západní tazatele neproniknutelná. V téhle práci se snažím ukázat, že výše zmíněná argumentace se dá analyzovat za použití konceptu Orientalizmu Edwarda Saida – epistemologického nástroje zavedeného západními výzkumníky za účelem porozumění orientálních kultur. Said upozornil na fakt, že výzkumníci často misreprezentují arabskou kulturu jako jednolitou masu bez individuality, přisuzujíc všem jejím členům jisté charakterové rysy a tak je exoticizují. Obdobně se chovali také Američané vůči lidem japonského původu, kteří byli pod záminkou ochrany Amerických zájmů také diskriminováni a to i před válkou. Po vypuknutí války se staré předsudky znovu vynořili, tentokrát obvinujíc japonské Američany ze sabotáží a aktivit páté kolony. Z iluze společné povahy všech Japonců se zrodila představa jejich spoluviny za Pearl Harbor a ta vyústila do praxe bezrozdílného zacházeni, které bylo odůvodněno tautologii „jestli jim nelze porozumět, nelze jim věřit“.

Abstract:

When United States entered World War II, it was home to hundreds of thousands of Axis nationals and their descendants, and because of that, a number of security issues arose. The main one concerned the loyalty of enemy nationals, i.e. Japanese, German and Italian immigrants, and Japanese American citizens. In the end, however, only the people of Japanese ancestry were singled out as disloyal and summarily classed as potential spies and saboteurs. The government decided that Japanese Americans must move out of sensitive military areas, or in other words – from West Coast. In order to justify this decision, the U.S. government has come up with a number of explanations, all them hinging on a premise that the Japanese possessed uniform, “essentially Japanese” character that made them inscrutable to Western ratiocinating. In this thesis, I will try to explain the above-mentioned train of thought as an instance of what Edward Said called Orientalism – a strategy developed by Western scholars to objectify and understand the Orient and its people. Said noted that Arabic people were often (mis)represented as a monolithic mass without individuality, and that certain characteristics were imputed to all the members of the ethnicity, exoticizing them in the process. The same can be said about the treatment of the Japanese in America – they were discriminated against even before the war under the pretext of protecting “white” America. After the war broke out, the prewar prejudices were resurrected to implicate the Japanese of sabotage and fifth column activities. The assertion of collective character bred the idea of collective complicity which in turn led to collective treatment, justified by the tautology of “We cannot trust them because we cannot understand them”.
