Formulation of space policy, or the same motives at different states?

Abstract:

Rapidním technologickým rozvojem v průběhu 20. století se lidstvu otevřela nová oblast pro možné interakce. Jedná se o vesmír, tj. prostor obklopující naši planetu, který skýtá potenciál dosud nepoznaných možností a příležitostí. Zpočátku byl dosažitelný pouze dvěma tehdejšími velmocemi – býv. SSSR (dnešní Rusko) a USA – ale to se velmi rychle mění a počet „vesmírných“ států stále narůstá (např. Čína, Francie, Indie). S tímto procesem ovšem vyvstává otázka, jakým způsobem jednotlivé státy tento prostor využijí (plánují využít) a jaké faktory utvářejí a směřují jejich vesmírné politiky? Předmětem této diplomové práce je analýza vesmírných politik vybraných států s cílem určit, zda je možné ve formulování vesmírných politik identifikovat určité společné vzorce, které by se mohly vyskytovat i u budoucích „vesmírných“ států.

Abstract:

Rapid technological development during the 20th century has opened a new area for possible interactions of the humankind. This is the cosmos, ie the space surrounding our planet, which has the potential of unseen possibilities and opportunities. Initially, only two superpowers – the former USSR (now Russia) and the U. S. – had capabilities to reach the outer space but that is changing rapidly and the number of "space" states is increasing (eg. China, France, India). However, with this process raises the question of how individual states will use (or planning to use) this space and what factors lead to and shape their space policies? The subject of this thesis is to analyze the space policies of selected states to determine whether it is possible in the formulation of space policies to identify some common patterns that might occur at the future "space" states.
