Regeneration of housing estates in the Czech Republic

Abstract:

Tato práce se zabývá regenerací českých panelových sídlišť. Nazírá na sídliště jako na problematické prostředí, které je třeba upravit, aby byly odstraněny jeho negativa a aby lépe zapadalo do celkového obrazu města. V současné době se česká sídliště potýkají s mnoha problémy, patří mezi ně například monofunkčnost, technické závady, špatná údržba volných ploch, vzhled domů, velkým problémem je také nedořešená návaznost architektury a urbanismu sídlišť na strukturu obce. Problémy jsou důsledkem realizace kvantity panelových domů, která byla doprovázena zpravidla nižší technickou, architektonickou i urbanistickou kvalitou. Následně došlo k prohloubení problémů při nedostatku údržby, vzhledem k tomu, že socialistický stát neměl dostatek financí na potřebnou péči. Za nejvhodnější variantu současné úpravy obytných souborů je v práci považována komplexní regenerace sídlišť. Celá práce se pokouší odpovědět na otázku, proč je v současnosti nutné česká sídliště regenerovat. K tomu využívá přehled současných problémů sídlišť a snaží se vysvětlit jejich vznik aplikací doporučení Athénské charty na české území. Práce dále předkládá cesty rozvoje měst, a tedy i regenerace sídlišť, na základě Nové athénské charty. Důvody pro regeneraci nachází autorka u rozličných autorů teorie urbanismu. Na závěr představuje participaci obyvatel sídlišť na plánech regenerace. V participaci spatřuje největší potenciál pro úspěšnou regeneraci sídlišť.

Abstract:

This work deals with regeneration of housing estates in the Czech Republic. It considers it to be a problematic environment which needs to be adjusted to eliminate its negative aspects and to fit into general image of a city. Czech housing estates face with many problems – monofunctionality, technical faults or visual aspect of buildings. A significant problem is also unresolved succession of architecture and urbanism of housing estates to the structure of city. These problems are result of construction of a large quantity of block buildings along with inferior technical, architectonic and urbanistic quality. It also led to extension of problems concerning the lack of maintenance due to the fact that socialistic state did not have a sufficient amount of money for necessary upkeep. In this paper, a complex regeneration of housing estates is considered to be a most appropriate way to adjust contemporary residential blocks. The thesis attempts to answer the question, why it is necessary to regenerate Czech housing estates. For this purpose it uses an overview of current problems of housing estates and, with application of recommendations of Athena Charter on the Czech territory, it aims for an explanation of their establishment. Ways of a further development of cities along with regeneration of housing estates on a basis of New Athena Charter are also given. The reasons for regeneration the author of this work sees in varied theories of urbanism. In the end, the presentation of ways how residents could participate on plans of regeneration is outlined. In participation lies the most significant potential for successful regeneration of housing estates.
