Voluntary associations of municipalities in the Ore Mountains region

Abstract:

Cílem bakalářské práce je zaměření se na dobrovolné svazky obcí. Tato práce je rozdělena na tři celky. Úvodní část patří veřejné správě. V ní se dozvíme více o členění správních celků v rámci celé České republiky a jejích regionů. Detailně se věnuje problematice obcí a způsobům, jakým mohou rozhodovat ve věcech veřejných či nakládání se svým majetkem. Druhá část je zaměřena na dobrovolné svazky obcí, mikroregiony. Jejich zřizování a legislativní náležitosti, včetně výčtu různých možností spolupráce mezi takto zřizovanými svazky obcí. Třetí část práce se soustředí na dobrovolné svazky obcí v regionu Krušnohoří. Přináší podrobnou charakteristiku území a podrobně popisuje vybrané obce, které jsou do svazku obcí zapojeny. Bakalářská práce má také několik podkapitol, které jsou zaměřeny na jednotlivou problematiku dané kapitoly. Během psaní bakalářské práce jsem informace čerpala nejen z odborné literatury, ale také z rozhovorů. Jelikož je mi tato oblast blízká a v rámci své dosavadní praxe jsem měla možnost se touto problematikou blíže zabývat a získat tak určitý nadhled jakým způsobem dobrovolné svazky působí, jaké z těchto spojení plynou výhody a jaká jsou naopak omezení, připravila jsem si otázky a vedla rozhovor přímo s předsedou svazku obcí v regionu Krušnohoří. Abych se dozvěděla, zda mají o tomto tématu ponětí i občané, rozhodla jsem se pro rozhovor se dvěma občany obcí, které patří do dobrovolného svazku. Ty jsou podrobně uvedeny v kapitole 3.

Abstract:

The main goal of this thesis is to focus on the Voluntary association of municipalities. This thesis is divided into three parts. The first part, the introduction, is concerning the isssues of public administration. Hereby we will find out more information about the division of public administration units in the view of the whole Czech republic and its regions. This thesis is connected with detailed view of municipalities and ways in which they are allowed to make decisions in case of public and property issues. The second part is focused on the Voluntary associations of municipalities, the microregions, their fundamentals and legislation aspects. The third part of thesis is focused on Voluntary associations of municipalities in the Ore mountain region. It brings the detailed characteristics of the area and describes each single municipality that is the part of the Voluntary associations of municipatilies. This thesis also includes a few sub-chapters, which are focused on the detailed issues of given chapter. I was obtaining the informations either from specialised literature, but also from interview. Because my up to date experience is sufficient to take a relevant overview, especially in the point that is concerning the issue how the Voluntary association of municipalities works, furthermore what are the advantages and disadvantages from such connections, so I have prepared the questions and also have made up the interview with the chairman of the Voluntary association of municipalities. I have decided to make an interview with several citizens of municipalities, which belong to Voluntary Association of Municipalities, to gain the experience about their knowledge about this issue, which are briefly described in the chapter 3.
