Financing the revitalization of the former military facility

Abstract:

Tato bakalářská práce se zabývá vojenskými brownfieldy, konkrétně starou vojenskou nemocnicí v Terezíně, která je od roku 1997 opuštěným místem. Cílem práce je ve spolupráci s odborem rozvoje a výstavby města analyzovat navržený projekt "Výstavba Senior Centra" na místě bývalé vojenské nemocnice o rozloze zastavěné plochy 14 246 m2 a zhodnotit, zda je výstavba 60 bytů á 45 m2 pro soběstačné seniory realizovatelná ve smyslu externích finančních zdrojů v minimálním rozsahu 95 % vzhledem k možnostem rozpočtu města. Důležité je také zodpovědět otázku, zda existují finanční nástroje, které zajistí minimální 95 % zdroje s 5 % roční návratností, popř. zda existují dotační tituly, které by pokryly výdaje spojené s revitalizací. Analýzou internetových zdrojů a propočtem návratnosti investice je překvapivě zjištěno, že je projekt nerealizovatelný, neexistují finanční zdroje ani dotační tituly, které by pokryly 95 % nákladů. Bankovní úvěry taktéž nepokrývají potřebnou část nákladů a městská pokladna nedisponuje více jak 5 % volných prostředků na revitalizaci objektu. V závěru práce je navrženo jiné využití staré nemocnice.

Abstract:

This bachelor's thesis deals with military brownfields, specifically the old military hospital in Terezín, which has been an abandoned place since 1997. The aim of the work is in cooperation with the Department of Development and Construction of the city to analyze the proposed project "Construction of Senior Center" on the site of a former military hospital with a built up area of 14,246 m2 and evaluate whether the construction of 60 apartments of 45 m2 for self sufficient seniors feasible in terms of external financial resources in the minimum range of 95% due to the possibilities of the city budget. It is also important to answer the question of whether there are financial instruments that will provide a minimum of 95% of the resource with a 5% annual return, or whether there are subsidy titles that would cover revitalization-related expenses. By analyzing internet resources and calculating the return on investment, it is surprisingly found that the project is not feasible, there are no financial resources or grant titles that would cover 95% of costs. Bank loans also do not cover the necessary part of the costs and the city treasury does not have more than 5% of free funds for the revitalization of the building. At the end of the work, another use of the old hospital is proposed.
