Customs procedures oriented towards simplified practices and the system of electronic customs administration in customs procedure of the Customs Authority of CR in imports and exports within the EU and third countries.

Abstract:

Záměrem této práce je osvětlení pojmu elektronizace celnictví a s tím související soubor projektů označovaný jako e-Customs. Zhodnotit jeho přínos a využití především v oblasti celního řízení Celní správy České republiky. V této souvislosti je práce samostatně věnována také celním režimům a jejich zjednodušeným postupům, vývoji podávání a formě celního prohlášení a důsledku nástupu elektronizace celnictví. Větší pozornost je zaměřena na samotné elektronické systémy, a to především na systém NCTS využívaný v režimu tranzit a konkrétním projektům, které jsou součástí e-Customs, jako jsou e-Vývoz, e-Dovoz a s tím související centralizované celní řízení. V závěru práce je provedeno zhodnocení úrovně elektronizace celnictví ve srovnání s jiným orgánem finanční správy a vyhodnocení jeho pozitiv případně nedostatků.

Abstract:

The purpose of the thesis is to clarify the concept of customs administration electronisation and the related set of files typically referred to as e-Customs, and to evaluate the benefits and utilisation thereof particularly in the area of custom procedure as conducted by the Customs Authority of the Czech Republic. It is within the given context that the thesis separately addresses issues such as customs regimes - including simplified procedures, the developments in presenting a customs declaration plus the form thereof, and the ramifications customs administration electronisa-tion. Closer attention is devoted to electronic systems as such, particularly to NCTS system used within the transit regime, as well as to specific projects that are part of the e-Customs, such as e-Export, e-Import, and the customs operation related thereto. The closing part of the thesis comes up with an evaluation of the level of electrification of customs administration, offering a comparison with another Inland Revenue Service authority, including an assessment of pros and cons - if any - thereof.
