The European Union as a normative power

Abstract:

The European Union represents a very distinct and unique actor in the International Relations. Due to its significant presence in nearly all international matters, it can clearly be considered as a power on the international stage. However, there is an ongoing debate about what kind of power the EU represents. According to Ian Manners it is necessary to think beyond the traditional conceptions of the EU’s international role and perceive it as a normative power. Manners sees the difference between the power of the EU and traditional, civilian and military forms of power in that the EU does not rely on military force or capabilities to achieve its aims, that its aims are linked to universal norms rather than being in the narrowly defined self-interest of the EU, and that it realises these goods by defining what should be accepted as “normal”. The aim of the thesis is to examine EU’s foreign and security policy in terms of its historical development, institutional setup and problems affecting its effective performance. In the next part it contests Manners concept of normative power Europe in theoretical perspective and by examining two case studies (EU’s international pursuit of the abolition of the death penalty and the case of Western Balkans).

Abstract:

Európska únia predstavuje značne odlišný typ aktéra v rámci arény medzinárodných vzťahov. Vzhľadom na jej výrazné zapojenie sa do takmer všetkých sfér medzinárodných záležitostí je považovaná za aktéra na medzinárodnej scéne. Avšak neexistuje jasná zhoda v tom, aký typ aktéra EÚ reprezentuje. Podľa Iana Mannersa je nutné odbremeniť sa od tradičného vnímania aktérov skrz optiku civilnej a vojenskej moci. Manners považuje EÚ za normatívnu silu, ktorá sa nespolieha na vojenské prostriedky k zabezpečeniu svojich cieľov, ale tie dosahuje pomocou šírenia univerzálnych noriem, ktoré sama presadzuje a vytvára model k nasledovaniu. Diplomová práca sa venuje zahraničnej politike EÚ, v prvom rade z hľadiska jej historického vývoja, inštitucionálneho nastavenia a problémov, ktoré ovplyvňujú jej efektívne uplatňovanie vo svoje. Druhá časť pracuje s konceptom Iana Mannersa najskôr v teoretickej rovine a následne ho aplikuje na dve prípadové štúdie (európska kampaň za zrušenie trestu smrti a európska zahraničná politika voči regiónu západného Balkánu).
