Efficiency of using eGovernment tools in the Czech republic

Abstract:

Cílem diplomové práce je analýza dat reflektujících využívání nástrojů eGovernmentu ve vybraném vzorku obcí České republiky a zhodnocení efektivity využívání těchto nástrojů. Na základě zjištěných poznatků je prezentováno doporučení za účelem zvýšení efektivity eGovernmentu ve veřejné správě České republiky. Realizace šetření z tohoto pohledu nebyla v ČR ve zvolené problematice doposud uskutečněna, a proto se jí diplomová práce v rámci svého rozsahu zabývá. Z hlediska využívání nástrojů eGovernmentu bylo zjištěno, že všechny sledované nástroje jsou využívané pro práci v získaném vzorku obcí. Dále z pohledu efektivity využívání sledovaných nástrojů bylo na základě kvalitativních faktorů zjištěno, že většina obcí považuje využívání zkoumaných nástrojů eGovernmentu za efektivní, z čehož plyne, že nástroje plní svůj účel. Z výsledků vyplývá, že je nejvíce efektivní využívání Datové schránky, kdy ve všech otázkách dosahovala nejvyšší procentuální zastoupení kladných odpovědí od respondentů. Naopak nástroje pro zadávání veřejných zakázek ve všech otázkách obdržely nejnižší procentuální zastoupení kladných odpovědí, tudíž u nich byla vyhodnocena nižší efektivita využívání na rozdíl od ostatních analyzovaných nástrojů eGovernmentu. Žádný ze sledovaných nástrojů nebyl vyhodnocen jako spíše či zcela neefektivní. Teoretická část práce definuje pojem eGovernment, jeho cíle v ČR a popisuje vývoj eGovernmentu v Evropské unii i České republice. Dále identifikuje aktuální nástroje eGovernmentu. S pomocí literatury vysvětluje princip 3E a pojem efektivity veřejné správy v souvislosti s eGovernmentem. Nejsou opomenuty ani přínosy a bariéry eGovernmentu a shrnutí zkušeností s využíváním nástrojů eGovernmentu na příkladech ze zahraničí. V závěru teoretické části jsou poté sumarizovány získané poznatky pro lepší provázání s praktickou částí. Dále navazuje kapitola s metodikou získávání a zpracování dat v praktické části, kde hlavní uplatněná technika je dotazníkové šetření. Praktická část přináší zpracování a analýzu dat získaných z online dotazníkového šetření zjišťujícího efektivitu využívání nástrojů eGovernmentu na vybraném vzorku obcí ČR. Efektivita využívání sledovaných nástrojů je hodnocena prostřednictvím kvalitativních faktorů, přesněji řečeno – subjektivním hodnocením zaměstnanců obecních úřadů, například zda je díky daným nástrojům možné vykonat jejich práci v kratším čase a vyšší kvalitě. V závěru praktické části práce je na základě dedukce ze zjištěných poznatků formulováno doporučení, jak zvýšit efektivitu využívání nástrojů eGovernmentu, a tím zefektivnit i celou veřejnou správu v České republice. Za hlavní přínosy práce je považováno přiblížení problematiky eGovernmentu, představení aktuálních nástrojů eGovernmentu. Také zjištění, zda obce jednotlivé nástroje eGovernmentu využívají, jak je vnímají a hodnotí, a zda považují využívání těchto nástrojů za efektivní.

Abstract:

The main purpose of the thesis is to analyse data reflecting the use of eGovernment tools in a selected sample of municipalities in the Czech Republic and to evaluate the effectiveness of the use of these tools. Based on the findings, recommendations are presented to increase the effectiveness of eGovernment in the public administration of the Czech Republic. The implementation of an investigation from this point of view in the chosen issue has not been done in the Czech Republic so far, therefore the thesis deals with it within its scope. In terms of the use of eGovernment tools, it was found that all the surveyed tools are used for work in the obtained sample of municipalities. Furthermore, in terms of the effectiveness of the use of the tools under study, based on the qualitative factors, it was found that most of the municipalities consider the use of the eGovernment tools to be effective, implying that the tools are fulfilling their purpose. The results show that the most effective is use of tool Datova schranka, with the highest percentage of positive responses from respondents in all questions. On the other hand, procurement tools received the lowest percentage of positive responses in all questions, hence they were assessed to be less effective in their use in contrast to the other eGovernment tools analysed. None of the monitored tools was evaluated as rather or completely ineffective. The theoretical part of the thesis defines the concept of eGovernment, its goals in the Czech Republic and describes the development of eGovernment in the European Union and the Czech Republic. It also identifies current eGovernment tools. With the help of literature, it explains the 3E principle and the concept of public administration efficiency in the context of eGovernment. The benefits and barriers of eGovernment are also mentioned and summary of experience with the use of eGovernment tools on examples from abroad. At the end of the theoretical part, the acquired knowledge is then summarized for better linking with the practical part. The thesis continues with the methodology of data acquisition and processing, where the main method used is questioning through survey. The practical part brings the processing and analysis of data obtained from an online questionnaire survey to determine the effectiveness of the use of eGovernment tools on a selected sample. The effectiveness of the monitored tools is evaluated through qualitative factors, more precisely - subjective evaluation of the employees of municipal authorities, for example, whether it is possible to do their work in less time and higher quality thanks to the tools. In the conclusion of the practical part of the thesis, based on the deduction from the findings, recommendations are formulated on how to increase the efficiency of the use of eGovernment tools and thereby make the whole public administration in the Czech Republic more efficient. The main benefits of the thesis are to be an introduction to the issue of eGovernment, presentation of current eGovernment tools. Also finding out whether municipalities are using each tool, how municipalities perceive and evaluate the tools and whether municipalities consider the use of these tools to be efficient.
