Balcan and political relation between EU

Abstract:

The Western Balkans, as a region surrounded by EU states, is inevitably under the strong influence of the EU, which is the power hegemon in that region of south-western Europe. The aim of this paper was to describe the influence of the European Union in the Balkans in the light of the theory of hegemonic stability. The EU enlargement policy is often associated with the concept of Europeanization and with the analysis of the expansion or diffusion of norms into states seeking to join the EU. In contrast, hegemonic stability theory has been used in this thesis because of the many similarities between the external action of the European Union and the action of the hegemon on subordinate states. The European Union as a hegemon provides subordinate states with certain advantages (in particular the possibility of joining the EU) and a stable international environment. At the same time, the Balkan states are engaging in the integration process, implementing reforms in line with EU requirements, adopting EU institutions and standards, and opening up to trade and investment from EU states.

Abstract:

Západní Balkán, jako region obklopený státy Evropské unie, je nevyhnutelně pod silným vlivem EU, která v daném regionu jihozápadní Evropy představuje mocenského hegemona. Cílem této práce bylo popsat vliv Evropské unie na Balkáně ve světle teorie hegemonické stability. Politika rozšiřování EU bývá spojována s konceptem evropeizace a s analýzou expanze či difúze norem do států usilujících o vstup do EU. Naproti tomu v této práci byla použita teorie hegemonické stability, a to z důvodu mnoha shodných rysů mezi vnějším působením Evropské unie a působením hegemona na podřízené státy. Evropská unie jako hegemon poskytuje podřízeným státům určité výhody (zejména možnost vstupu do EU) a stabilní mezinárodní prostředí. Zároveň se balkánské státy zapojují do integračního procesu, provádějí reformy podle požadavků EU, přijímají instituce a normy EU a otevírají se obchodu a investicím pocházejícím ze států EU.
