Impact of Nabucco pipeline project for Ukraine's position as the transit country

Abstract:

Cílem práce je zjistit, do jaké míry může tranzitu plynu do Evropy přes Ukrajinu být ovlivněn plánovanou budoucí výstavbou plynovodu Nabucco. Plynovodní trasa, která vede z Ruska přes Ukrajinu a zásobuje členské státy EU, každoročně dodává 120 mld. m3 plynu. Výkonnost předpokládaného plynovodu Nabucco má činit cca 31 mld. m3 ročně. V úvahu budou brány následující faktory: Skutečnost, že plánovaná výkonnost projektu Nabucco má být v porovnání s existující plynovodní trasou přes Ukrajinu čtyřikrát nižší a dále skutečnost, že EU se sice rozhodla investovat určité prostředky na výstavbu projektu Nabucco, plánuje ale také investovat finanční prostředky do modernizace plynovodního systému Ukrajiny. Na základě těchto faktorů lze předpokládat, že tranzit plynu přes Ukrajinu nebude plánovaným projektem ohrožen. Ve své práci se chci tímto problémem hlouběji zabývat a zjistit, do jaké míry má plánovaná výstavba plynovodu Nabucco potenciál omezit tranzit plynu přes Ukrajinu a jaké další faktory je třeba vzít v úvahu. K ověřitelnému závěru dospěji pomocí dostupných a nezávislých zdrojů a pomocí následujících výzkumných otázek: Co je to energetická politika? Co znamená energetická bezpečnost pro Ukrajinu jako tranzitní zemi? Jaký význam má projekt Nabucco z hlediska energetické bezpečnosti Ukrajiny? Jaké další faktory je třeba vzít v úvahu (projekt Nord Stream, potenciální budování projektu South Stream, politické a finanční priority EU v oblasti vnější dimenze energetické politiky, současné priority Ukrajiny v energetické politice)?

Abstract:

Abstract: The aim of this paper is to determine to what extent the gas transit to Europe through Ukraine will be affected by the upcoming planned construction of the Nabucco pipeline. Gas pipeline route that runs from Russia through Ukraine annually transports 120 billion m3 of gas; whereas the transport performance of Nabucco gas pipeline is expected to reach about 31 billion m3 per year. The following factors will be taken into account: The fact that the performance of planned Nabucco project, compared with the existing pipeline route through Ukraine, is estimated to be four times lower and the fact that although the EU has decided to invest some funds for the construction of Nabucco, it also has plans to invest funds in modernization of Ukraine's gas network. In view of these factors, one can assume that the gas transit through Ukraine will not be threatened by the planned Nabucco project. In my thesis, I want to tackle this problem further more and try to determine to what extent the planned construction of the Nabucco pipeline is going to reduce the potential transit of gas through Ukraine, and what other factors should be taken into account. The conclusion will be based on verifiable independent available sources, along the analysis of the following research questions: What is an energy policy? To what extent is energy security important for Ukraine as a transit country? What does the Nabucco project, in terms of energy security, mean to Ukraine? What other factors should be taken into account (Nord Stream, a potential building project of South Stream, political and financial priorities of the EU's external dimension in energy policy, priorities of Ukraine's current energy policy)?
