Authorisation of Private Security Services in the Czech Republic

Abstract:

Diplomová práce je zaměřena na zhodnocení aktuální situace v oblasti oprávnění pracovníků soukromých bezpečnostních služeb v České republice. Teoretická část obsahuje charakteristiku soukromých bezpečnostních služeb v České republice s aspektem na historii, vývoj privatizace bezpečnostních služeb v zemi. Dále se zaměřuje na oprávnění pracovníků v segmentu komerční bezpečnosti v současném legislativním rámci, který využívají ke své činnosti soukromé bezpečnostní služby. Je zhodnoceno aktuální postavení i stav soukromých bezpečnostních služeb v České republice, specifika bezpečnostních problematik jsou rozdělena dle jednotlivých oblastí jejich působení, včetně obsahu jejich činností. V praktické části je zpracována analýza připravovaného vládního návrhu zákona o soukromých bezpečnostních činnostech, která je komparována se současnou právní úpravou. Za pozornost stojí i vymezování sporné oblasti, kde jsou detekovány nedostatky a navrhovány způsoby řešení. V diplomové práci je využito metod kvalitativního výzkumu za účelem popsání současného stavu. Cílem výzkumu je analýza současného stavu oprávnění soukromých bezpečnostních služeb v komparaci s novou navrhovanou právní úpravou.

Abstract:

The thesis is focused on the evaluation of the current situation in the field of authorization of private security services in the Czech Republic. The theoretical part includesthecharacteristics of privatesecurityservices in the Czech Republic with a view to the history, the development of privatization of securityservices in the Czech Republic, and the authorization of workers in the commercial security segment in the current legislative framework used by private security services for their activities. The currentposition and status of privatesecurityservices in the Czech Republic isassessed, thespecifics of securityissues are dividedaccording to theirindividualareas of operation, includingthecontent of theiractivities. In thepractical part, ananalysis of theforthcominggovernmental draft law on privatesecurityactivities isprepared, whichiscomparedwiththecurrentlegislation, controversialareas are defined, whereshortcomings are detected and ways of solution are proposed. The thesis uses qualitative research methods to describe the current state of affairs. The aim of theresearch is to analyzethecurrentstate of authorization of privatesecurityservices in comparison with the new proposed legislation.
