Organization of the Prison Service with regard to internal and external security

Abstract:

Vězeňská služba je státní institucí spadající do veřejné správy pod Ministerstvo spravedlnosti, která utváří vězeňský systém České republiky. Za základní ukazatel účinnosti vězeňského systému se považuje bezpečnost ve vězeňských zařízeních, do které spadá bezpečnost osob zbavených svobody, příslušníků Vězeňské služby, společnosti i bezpečnost chráněných hodnot. V prostředí Vězeňské služby můžeme bezpečnost ještě dělit na vnitřní a vnější bezpečnost, které jsou vzájemně provázány. Vnitřní bezpečnost zahrnuje všechna opatření, která zamezují vzniku mimořádných událostí uvnitř vězeňského zařízení. Naopak opatření spadající pod vnější bezpečnost zamezují útěku vězněných osob, útokům zvenčí, proniknutí osob nebo nedovolených předmětů do vězeňských zařízení a zajišťují bezpečné provádění eskort vězňů. Cílem této práce je vyhodnotit úroveň vnitřní i vnější bezpečnosti v prostředí Vězeňské služby České republiky, naleznout silné i slabé stránky tohoto bezpečnostního systému, zanalyzovat největší problémy současné situace ve vězeňských zařízeních a navrhnout opatření vedoucí ke zlepšení bezpečnosti ve věznicích.

Abstract:

The Prison Service is a state institution falling into public administration under the Ministry of Justice, which forms the prison system of the Czech Republic. A basic pointer of the effectiveness of the prison system is security in prison facilities, which includes the security of persons deprived of their liberty, members of the Prison Service, society and security of protected values. In the Prison Service environment the security can still be divided into internal and external security which are interconnected. Internal security includes the all measures that prevent the occurrence of extraordinary events inside the prison facility. Conversely, the measures falling into external security prevent the escape of prisoners, attacks from outside, penetration of persons or illegal objects into prison facilities and ensure the safe execution of prison escorts. The objective of this thesis is to evaluate the level of internal and external security in the Prison Service of the Czech Republic, to find the strengths and weaknesses of this security system, to analyze the biggest problems of the current situation in prison facilities and to propose some measures to improve security in prisons.
