Commercial gentrification and urban ban on gambling: the case of Old Brno

Abstract:

Tato bakalářská práce svou strukturou směřuje k předložení otázky o možném efektu zákazu provozování heren na proces komerční gentrifikace. Představuje koncept komerční gentrifikace, jakožto specifického revitalizačního procesu orientovaného na spotřebu a přeměnu maloobchodní krajiny. Podniky dříve sloužící nízkopříjmové vrstvě obyvatel jsou nahrazeny specifickým místem spotřeby odpovídající vkusu bohatší střední třídy. Práce ukazuje, že hlavními aktéry revitalizace není pouze nová střední třída, ale také prostory a služby, které novou střední třídu přitahují. Také městské samosprávy patří mezi důležité činitele gentrifikace. Svými rozhodnutími a strategickými plány se snaží často revitalizovat svá chátrající centra na centra spotřeby. Dále práce představuje gentrifikaci v kontextu České republiky se zaměřením na ulici Krymská v Praze a ulici Stodolní v Ostravě, kde ke komerční gentrifikaci v menší míře dochází. Následně se zaměřuje na popis situace v Brně a části Staré Brno. Předposlední kapitola se vztahuje k hazardu v České republice. Přibližuje důvody, které směřovaly k plošnému zákazu hazardních her právě v Brně. Závěr práce je věnován návrhu výzkumu, který si klade za cíl otevřít debatu o možném procesu komerční gentrifikace v lokalitě Starého Brna, čtvrti dříve trpící na četný výskyt heren. Ta má v důsledku zrušení hazardu potenciál k ekonomické proměně, ale také právě k riziku komerční gentrifikace.

Abstract:

This bachelor thesis is structured to question the possible effect of banning the operation of gaming on the process of commercial gentrification. It represents the concept of commercial gentrification as a specific revitalization process focused on the consumption and transformation of the retail landscape. Businesses previously tending the low-income population are replaced by a specific consumption spots corresponding to the tastes of the richer middle class. As the thesis illustrates, the main actors of revitalization are not only a new middle class but the spaces and services that attract the new middle class. Also, municipalities are important players in gentrification. With their decisions and strategic plans, they often try to revitalize their dilapidated city centers, turning them into the consumption centers. The next chapter introduces gentrification in the context of the Czech Republic with a focus on Krymská Street in Prague and Stodolní Street in Ostrava, where commercial gentrification is taking place. Then thesis focuses on the description of the situation in Brno and district Staré Brno. The penultimate chapter relates to gambling in the Czech Republic. It approaches the reasons for the ban on gambling in Brno. The conclusion of the thesis is devoted to the research proposal, which aims to open the debate on the possible process of commercial gentrification Staré Brno district, which used to suffer from a lot of playhouses. Due to the abolition of gambling, it has the potential for economic transformation, but also the risk of commercial gentrification.
