Position of the president in the Russian political system

Abstract:

Abychom mohli porozumět fungování politického systému země, musíme se zaměřit právě na postavu ruského prezidenta, který ve vnitřní i zahraniční politice vystupuje jako představitel systému samotného. Cílem této práce je pomocí komparace vlády dvou prezidentů, v našem případě Borise Jelcina a Vladimíra Putina, zodpovědět na otázky, zda a popřípadě jak se změnilo postavení prezidenta se změnou osoby zastávající tento post a zda ústavou přidělené pravomoci skutečně reflektují jeho pozici v politickém systému. V deskriptivní části nejprve zmíním rozpad Sovětského svazu a vznik Ruské federace. Aby bylo vůbec možné postavení prezidenta v ruském politickém systému zkoumat, shrnu nejprve pravomoci, které mu přiděluje ústava, jakožto nejdůležitější dokument právního řádu. Dále se budu věnovat období vlády Borise Jelcina, a to především s důrazem na jeho druhé funkční období na postu prezidenta. Nejprve krátce zmíním průběh prezidentských voleb z června a července 1996 a poté se zaměřím na vlastní působení Jelcina v politickém systému a jeho vliv na postavení prezidenta. Stejný postup zvolím i v případě druhého prezidenta Ruské federace Vladimíra Putina s tím rozdílem, že hlavní důraz budu klást na jeho první dva roky ve funkci hlavního představitele země, nicméně nejprve opět stručně zmíním jeho cestu k prezidentskému křeslu. V analytické části se pokusím na základě získaných údajů a fakt komparovat postavení prezidenta v ruském politickém systému na přelomu 20. a 21. století. V závěrečné části práci zhodnotím získané poznatky a na jejich základě zodpovím hypotetické otázky položené v úvodní části.

Abstract:

Russian Federation belongs among world's superpowers. This status is determined historically, geographically, economically, and also politically. Russian political system started being formed more than twenty years ago after the break-up of the Soviet Union. The president is one of the most significant parts in the political system. But how has his role in the system changed? And has it really? If yes, to what extent? Those are the main questions I try to answer in this paper by examining the second term of Boris Yeltsin?s presidency and the first three years of Putin being the president. Firstly, I summarize the collapse of the Soviet Union and the formation of the Russian Federation. Secondly, I study the way how Boris Yeltsin became the Russian President for the second time. Another part of this section is dedicated to the rule of Yeltsin between 1996 and 1999 until his resignation. The next part deals with the election of the Vladimir Putin as the second President in the history of the Russian Federation. I summarize the main characteristics of his rule during 2000 and 2003 and the decrees issued by him and the laws and the bills proposed by Putin during this period. In the last two sections of this paper, I examine and summarize the discovered facts and findings. On their basis, I answer the questions asked in the beginning of this work. The main presidential power results from the Constitution adopted in December 1993. Yeltsin and Putin have almost the same legal basis for the rule of Russian Federation. Nevertheless, Yeltsin - ill and tired old man - didn?t use this potential in his second term as the President. On the other hand, Putin used the opportunity not to only strengthen his position in the political system, but also among the Russian people. The conclusion is that - according to the Constitution - the President has the biggest power in his hands and the legal framework of his powers wasn?t really changed in the Yeltsin-Putin era.
