Elections in Královské Vinohrady in two democratic eras

Abstract:

Cílem diplomové práce je porovnat komunální volby do zastupitelstva v pražských Vinohradech ve dvou svobodných, demokratických érách – za první republiky a po roce 1989. Hlavním zjištěním má být fakt, jestli se éry podobají, jak v nastavení volebního systému, tak politickou orientací v dané městské části. Do toho patří analýza jednotlivých volebních zákonů, způsobu volby, orgánů obecní správy, ale především výsledků daných voleb a stran, které v této městské části kandidovaly. Konečný výsledkem se z části shoduje s mou hypotézou, že se zkoumaná období budou shodovat pouze v politickém směru s tím, že za 1. republiky byly strany více nacionalistické než je tomu po roce 1989, nicméně je v obou érách vidět síla konzervativních pravicových stran. Zároveň se volby shodují ve výběru volebního systému, byť metoda přepočtu je jiná. A konečně se obě éry shodují v systému obecní samosprávy, alespoň co se týče orgánů této samosprávy, nikoliv úplně v jejich kompetencích.

Abstract:

The aim of the thesis is to compare the municipal elections in Vinohrady in Prague in two free, democratic eras - during the First Republic and after 1989. The main finding should be whether the eras are similar, both in the electoral system and political orientation in this city part. This includes an analysis of individual electoral laws, the method of election, municipal authorities, but above all the results of the elections and the parties that ran in this part of the city. The end result is partly consistent with my hypothesis that the period under study will coincide only in the political direction, with the parties being more nationalistic during the First Republic than after 1989, but the power of conservative right-wing parties can be seen in both eras. At the same time, the elections coincide in the choice of the electoral system, although the method of recalculation is different. Finally, the two eras coincide in the system of municipal self-government, at least as far as the bodies of this self-government are concerned, not entirely within their competences.
