Evaluating process of implementation of LA21 in chosen regions of the Czech Republic

Abstract:

Cílem této diplomové práce je zhodnotit, zda nastavený hodnotící proces MA21 včetně svých kritérií skutečně reflektuje reálný stav implementace MA21 ve třech vybraných krajích České republiky, které jsou jediné implementující MA21 na vyšší úrovni ze všech zapojených krajů. Teoretická část práce se nejprve věnuje definování pojmu udržitelného rozvoje a místní Agendy 21, na kterou navazuje definice participačních metod s příklady využívanými v České republice. V rámci praktické části je pomocí základních poznatků sestavena multikriteriální analýza hodnocení míry implementace krajů, jako jeden z nových možných způsobů hodnocení obsahující i váhy jednotlivých kritérií. Hlavním přínosem práce je navržení nástrojů pro uplatňování zásad MA21 a především zahrnutí vah jednotlivých kritérií do systému hodnocení.

Abstract:

The aim of this diploma thesis is to evaluate, if the set evaluating process LA21, including its criteria, genuinely reflects the real state of implementation of LA21 in three chosen regions of Czech Republic, which are the only implementing Local Agendas 21 on the upper level from all of the engaged regions. The theoretical part of the thesis is devoted to the definition of the participatory method with examples that are exploited in Czech Republic, which is a follow-up to the definition of the term sustainable development and local Agenda 21. The practical part, owing to the basic knowledge, frames Multi-criteria analysis of evaluating extent of regions’ implementation, as one of the new possible ways of evaluating, even including the weights of individual criteria. The main benefit of the thesis are suggested tools for applying principles of LA21 and chiefly, to involve weights of individual criteria to the system of evaluating.
