Tato diplomová práce se zabývá zejména otázkou aplikace obecné výjimky na právní služby ze zákona o zadávání veřejných zakázek a také otázkou vývoje a stanovení dílčího hodnotícího kritéria spočívajícího v hodnocení organizace, kvalifikace nebo zkušenost osob, které se mají přímo podílet na plnění veřejné zakázky v případě, že na úroveň plnění má významný dopad kvalita těchto osob.
