Paradiplomacy of the Vysočina Region – Region as an Actor of International Relations

Abstract:

Fenomén paradiplomacie, tedy zahraničních aktivit podstátních jednotek, se už dávno neomezuje pouze na federální nebo decentralizované západní země. Podstátní jednotky na celém světě, včetně těch českých, se dnes zapojují do mezinárodní arény. Tato diplomová práce se bude zabývat paradiplomatickými aktivitami Kraje Vysočina, jenž momentálně rozvíjí spolupráci se čtyřmi partnerskými zahraničními regiony a je zapojen i do dalších forem spolupráce se zahraničními subjekty. A to navzdory tomu, že je svým způsobem specifický tím, že s žádným z okolních států nesousedí. Cílem práce bude pomocí výzkumných otázek vytvořených na základě konceptu paradiplomacie zhodnotit v rámci jedinečné případové studie povahu zahraničních aktivit kraje, se zvláštním zaměřením na partnerské regiony a zastoupení kraje v Bruselu. Sledovány budou následující prvky: institucionální nastavení systému, ve kterém se kraj nachází; podoba a náplň paradiplomatických aktivit; motivace k vytváření paradiplomacie a s ní související význam paradiplomacie pro politické vedení kraje. Reflektována bude i skutečnost, že se české kraje nacházejí ve víceúrovňovém systému Evropské unie, která zprostředkovává příležitosti pro aktivity podstátních aktérů na evropské úrovni.

Abstract:

The phenomenon of paradiplomacy, i. e. foreign relations of subnational units, is no longer limited to federal and decentralized countries in the West. Subnational units across the world today, including the Czech ones, engage in the international relations. This master thesis deals with paradiplomatic activities of the Vysočina Region, a specific Czech region, which currently develops relations with four partner regions abroad and engages in other forms of cooperation with foreign entities as well, all despite the fact that it does not border any of the neighbouring countries. This single case study aims to assess the nature of the region’s external activities, using research questions based on the concept of paradiplomacy, and focussing on partner regions and its representation in Brussels. The study will observe the following elements: the institutional architecture, the region is a part of; the form and contents of its paradiplomatic activities; its motivations for paradiplomacy and the importance of paradiplomacy to the regional political leaders. In addition, the fact that Czech regions exist in the multi-level system of the European Union, an opportunity structure for paradiplomacy, will be taken into account.
