Analysis of threats in the territory of ORP Žďár nad Sázavou

Abstract:

Diplomová práce se zabývá problematikou analýzy hrozeb vybraného území ORP Žďár nad Sázavou. Hlavním cílem diplomové práce je zpracování analýzy rizik pomocí vybraných metod za účelem identifikace, hodnocení hrozeb a následného určení pořadí významnosti hrozeb, které se mohou vyskytnout v daném území. V práci je přiblížena charakteristika území, a to především geografické, hydrologické a klimatické podmínky a potom také hlavní zdroje nebezpečí. Ačkoliv se vybrané území jeví jako mírné a klidové, i tady však můžeme najít určité hrozby a rizika, které mají potenciál vyvolat mimořádnou událost a tím i dopady na obyvatelstvo a životní prostředí. Teoretická část popisuje základní pojmy, které souvisí se zkoumanou problematikou. Jedná se například o pojmy riziko, mimořádná událost, hrozba, nebezpečí nebo dopad. Nezbytnou součástí problematiky zkoumání rizik je právní ukotvení – tedy legislativa a s ní spojené dokumenty a metodiky vydané příslušnými ministerstvy a státními orgány, které dopomáhají k přípravě na mimořádné stavy a krizové události. Teoreticky je vymezeno také krizové a havarijní plánování, procesy řízení rizik a krizového řízení a v neposlední řadě rovněž analýza rizik a metody analýzy rizik. Praktická část obsahuje metodiku zvolenou pro diplomovou práci a dále samotný výzkum hodnocení hrozeb v ORP Žďár nad Sázavou. První část je zaměřena na identifikace hrozeb vybraného území. V další části poté proběhne dotazníkové šetření a hodnocení míry rizika expertním týmem se zaměřením na analýzu rizik. Získané hodnoty rizika u jednotlivých hrozeb jsou dále zasazeny do matice rizik. Výsledné hodnoty poté určí aktuální pořadí významnosti identifikovaných hrozeb. Výsledná úroveň rizika vybraných hrozeb je poté vyhodnocena a porovnána s již existující analýzou rizik pro ORP Žďár nad Sázavou z roku 2012. V rámci diskuze jsou navrženy změny a doporučení pro případná preventivní opatření pro vybrané hrozby.

Abstract:

The diploma thesis deals with the issue of threat analysis in a selected area of the town Žďár nad Sázavou. The main goal of the diploma thesis is the processing of risk analysis using selected methods for the purpose of identification, evaluation of threats and subsequent determination of the order of importance of threats that may occur in the given territory. The work describes the characteristics of the area, especially geographical, hydrological and climatic conditions and then the main sources of danger. Although the selected area appears to be mild and calm, even here we can find certain threats and risks that have the potential to cause an emergency and thus the impact on the population and the environment. The theoretical part describes basic terms related to the researched issues. These terms include, for example, risk, emergency, threat, danger or impact. A necessary part of the issue of risk research is the legal anchoring – which is legislation and related documents and methodologies issued by the relevant ministries and state authorities, which help to prepare for emergencies and crisis events. Theoretically, crisis and emergency planning, risk management and crisis management processes are also defined, and last but not least, risk analysis and risk analysis methods. The practical part contains the methodology chosen for the diploma thesis and the actual research of threat assessment in ORP Žďár nad Sázavou. The first part is focused on identifying the threats of the selected area. In the next part, a questionnaire survey and assessment of the level of risk will be carried out by an expert team with a focus on risk analysis. The obtained risk values for individual threats are further inserted into the risk matrix. The resulting values then determine the current order of significance of the identified threats. The resulting risk level of the selected threats is then evaluated and compared with the existing risk analysis for ORP Žďár nad Sázavou from 2012. Changes and recommendations for possible preventive measures for the selected threats are proposed as part of the discussion.
