Organisation of the electricity supply chain in the EU – the recurrent problem of market concentration

Abstract:

Liberalizace trhů s elektřinou v EU přinesla obrovské změny v národních trzích EU z hlediska koncentrace trhu. Byla zavedena hospodářská soutěž a výrobci elektřiny museli poprvé soutěžit mezi sebou. Nicméně 15 let po liberalizaci trhů začaly hrát významnou roli nové faktory, v důsledku přechodu na novou energetiku, který nastartoval evropský Green Deal a následné národní politiky, které změnily pravidla hry. Koncentrace trhu se stala druhořadým problémem v souvislosti s energetikou a plně se rozběhl přechod na nový energetický systém. Aby však byl zajištěn již dosažený pokrok dosažený v oblasti koncentrace trhu, je třeba při přechodu na decentralizovanou energetiku mít na paměti předešlé priority. Kromě toho je třeba analyzovat vliv těchto nových faktorů na koncentraci trhu výrobců elektřiny, aby bylo možné upravit některé z faktorů zaručující výhody pro spotřebitele plynoucí z přechodu na novou energetiku, jak bylo původně zamýšleno v procesu liberalizace

Abstract:

The liberalisation of the EU electricity markets has brought immense change to the EU national electricity markets in terms of market concentration. Competition was introduced, and electricity producers had to compete with each other for the first time. However, 15 years after the liberalisation of the markets was finalised, new factors have come to play a significant role in the electricity markets, as the energy transition spearheaded by the European Green Deal and the subsequent national policies have been game-changers. Market concentration has become a secondary issue with the energy transition fully underway. However, to safeguard the progress made in relation to market concentration reduction, the transition to a decentralised power production has to keep market concentration in mind as an essential part of the new system. Moreover, there is a need to analyse the effect these new factors have on the electricity production market concentration to possibly adjust some of the factors of the energy transition in order to guarantee the welfare benefits for the consumers stemming from the reduced market concentration, as was initially intended by the liberalisation process.
