The development and shaping of the regional order in the Middle East against the background of the rivalry of regional powers

Abstract:

Předkládaná práce se zabývá vývojem a formováním regionálního řádu na Blízkém východě na pozadí soupeření regionálních mocností. Jejím cílem je ukázat, jakým způsobem změny v rozložení moci v regionu a vzájemné soupeření regionálních mocností formovaly v období let 1945-2007 regionální řád. Pro dosažení tohoto cíle byla práce rozdělena na čtyři hlavní kapitoly. První kapitola popisuje metodologický postup, základní teoretická východiska a konceptualizaci tří ústředních pojmů (regionálního systému, resp. regionu, regionálního řádu a regionální mocnosti), dále vymezuje hlavní tezi práce a nakonec předkládá operační definice základních konceptů a proměnných. Ve druhé kapitole je vymezen region Blízký východ a stručně popsán jeho vývoj. Třetí kapitola se pak zabývá čtyřmi potenciálními regionálními mocnosti Blízkého východu (Egyptem, Saúdskou Arábií, Íránem a Tureckem), konkrétně jejich materiálními i nehmotnými zdroji moci, zahraničně-politickými ambicemi, regionálními politikami a tím, zda je jejich mocenský status uznáván ostatními státy. Ve čtvrté kapitole je analyzován regionální řád Blízkého východu. Při analýze je kladen důraz na vzájemné vztahy mezi regionálními mocnostmi a na jejich představy o regionálním uspořádání, dále na formální i neformální instituce, na vnitroregionální vztahy kooperace či konfliktu, regionální integrační projekty i vměšování vnějších mocností do regionální politiky.

Abstract:

This dissertation thesis deals with the development and shaping of the regional order in the Middle East against the background of the rivalry among regional powers. Its aim is to show how the changes in the distribution of power in the region and rivalry of regional powers affected the shaping of the region order between 1945 and 2007. With regard to this aim, the text is divided into four main chapters. The first chapter describes the methodological procedure, the basic theoretical ground and the conceptualization of three crucial concepts (the regional system or region, respectively, the regional order and the regional power). It further defines the thesis and presents operational definitions of basic concepts and variables. In the second chapter, we delimitate the Middle Eastern region and briefly describe its development. The third chapter deals with four potential regional powers (Egypt, Saudi Arabia, Iran and Turkey), their tangible and intangible capabilities, the foreign policy ambitions and the recognition of their power status by other states in the region and by the external powers. In the forth chapter, we analyse the regional order of the Middle East. Special attention is paid to the mutual relations among aforementioned regional powers and their visions of regional arrangement, to formal and informal institutions, to intraregional relations of conflict or cooperation, to regional integration processes and to external powers´ interference in the region.
