Comparison of LFA subsidies in the time frame 2004-2018

Abstract:

Diplomová práce se zabývá srovnáním dotací podniků hospodařících v méně příznivých oblastech (Less favoured areas - LFA) v kraji Vysočina a Středočeském kraji. Práce je rozdělena do dvou částí. V první teoretické části jsou vysvětleny základní pojmy a druhá praktická část je zaměřena na vyhodnocení dat poskytnutých Státním zemědělským intervenčním fondem (SZIF). Obsahem získaných dat jsou veškeré vyplacené dotace podniků LFA v období 2004 - 2021. Původně bylo plánováno vyhodnocení dat v letech 2004 – 2018. SZIF ovšem poskytl data až do roku 2021, součástí dat bylo i období 2018 – 2021, které je relevantní pro vyhodnocení vývoje dotací LFA po redefinici. Z tohoto důvodu jsme přistoupili ke zpracování časové řady od roku 2004 do roku 2021. Hlavním cílem diplomové práce bylo vyhodnotit vývoj vyplacených dotací a plochy méně příznivých oblastí ve Středočeském kraji a kraji Vysočina. Současně bylo cílem zjistit míru podpory pro jednotlivé typy LFA oblastí a také vývoj daných klimatických faktorů. V souladu s cíli práce byly navrženy tři hypotézy. Ze získaných dat byly statisticky zpracovány a zjištěny následující výsledky: Více dotací bylo vyplaceno v průběhu let kraji Vysočina. Odpovídá tomu i větší plocha LFA oblastí v tomto kraji. U vyplacených dotací byl u obou krajů patrný klesající trend v letech 2004 – 2017. V období od roku 2018 do roku 2021, tedy po redefinici LFA oblastí, byl u vyplacených dotací zjištěn mírně rostoucí trend. Vývoj plochy LFA oblastí obou krajů v letech 2004 – 2017 vykazuje mírně rostoucí trend ovšem v letech 2018 – 2021 je z výsledků patrný stagnující trend. Dále bylo zjištěno, že nejvyšší jednotková podpora byla vyplacena typu LFA horské, dále typu LFA ostatní a nejnižší jednotková podpora byla vyplacena LFA specifické. Jakožto klimatické faktory byly vybrány roční úhrn srážek a průměrná roční teplota. U obou krajů byl zjištěn klesající trend ročního úhrnu srážek a rostoucí trend průměrné roční teploty. V závěru práce došlo k vyvrácení H č. 1: Vyplacené dotace měly v části časového období lineárně vzrůstající trend. Byla potvrzena H č. 2: Jednotková podpora na hektar plochy je úměrná místnímu reliéfu. V poslední řadě došlo k částečnému potvrzení H č. 3: Výměra plochy LFA v kraji Vysočina a Středočeském kraji je závislá na nadmořské výšce nikoli na klimatických podmínkách (průměrná roční teplota, roční úhrn srážek).

Abstract:

This Diploma Thesis is focusing on comparasion of subsidies for establishments managing in less favourable areas (LFA) in the Vysočina and Středočeský region. The Thesis is separated into two parts. The first part consists of theoretical basis and the second one is a practical part focusing on data evaluation provided by The State Agricultural Intervention Fund (SZIF). Provided data consists of complete dataset of paid subsidies towards LFA establishments from the year 2004 up until 2021. It was originally planned to evaluate dataset from the year 2004 to 2018. Nonetheless SZIF provided dataset from the year 2004 up until 2021, therefore dataset also consisted of the years 2018 to 2021, which were crucial for the evaluation of the subsidies evolution after the redefinition of LFA. We then decided to create time series in the span of years from 2004 up to 2021. Main goals of this Thesis was to evaluate process of evolution of the paid subsidies towards LFA and evolution of LFA in Vysočina and Středočeský region. Simultaneous goals was to find out the extent of support for the individual types of LFA in the said regions and to evaluate progression of climate factors. Three hypothesis were suggested accordingly with the aim of this thesis. Acquired dataset was statisticaly processed with following results: Over the years more subsidies were paid towards Vysočina region. This corresponds with overall greater number of LFA in this region. Between the years of 2004 - 2017 paid subsidies for both regions shows downward trend. After redefinition of the LFA results shows slightly increasing trend in the paid subsudies for both regions. Size evolution of LFA in both regions shows slightly increasing trend between years 2004 - 2017. However the results show us stagnation in the span of years from 2018 to 2021. Further was discovered that most subsidies were paid towards LFA in mountainouss areas, then towards LFA in other areas and lowest amount of subsidies were paid towards LFA in specific handicap areas. Concerning climate factros, those were selected as annual raifall and average temperature. Both regions indicates downward trend in annual rainfalls and increasing trend in rising of average temperature. The conclusion of this Thesis disproved first hypothesis H1: Paid subsidies had increasing linear trend. Second hypothesis was confirmed H2: Subsidies paid per area are corresponding with local relief. Third hypothesis was partially confirmed H3: Surface area of LFA in the Vysočina and Středočeský region are dependent on the altitude, but the number of LFA is not dependent on climate factors (average temperature, annual rainfall).
