Assertive Chinese Foreign Policy: The ‘Power-Shift’ Theory and the South China Sea

Abstract:

Dizertačná práca sa zaoberá čínskou asertívnou zahraničnou politikou, ktorá bola prvý krát identifikovaná v rokoch 2009-2010. Práca sa zameriava na teóriu mocenského posunu, ktorá tvrdí, že Čína sa začala správať asertívne z dôvodu zmenenej distribúcii moci. Zistenia ukazujú, že aj napriek rozsiahlemu výskumu o čínskej moci je naše pochopenie nedostatočné z dôvodu konceptuálnych nejasností okolo konceptu moci. Z toho dôvodu práca predkladá model moci vhodný k analytickému použitiu pri určovaní moci štátu v medzinárodných vzťahoch. Nasledujúca mocenská analýza aplikuje tento model na situáciu v Juhočínskom mori, ktorá môže byť vnímaná ako demonštratívny prípad čínskej asertivity a zároveň ako dôležitá oblasť regionálnej politiky. Práca tvrdí, že zmeny v čínskej moci nie sú dostatočnými nezávislými premennými pre vysvetlenie čínskej asertivity. Kroky iných aktérov predkladajú dostatočné dodatočné vysvetlenie pre asertívne konanie Číny, ktoré je vo väčšine prípadov reaktívne.

Abstract:

The thesis deals with the Chinese assertive foreign policy identified since the period of 2009-2010. The primary focus of the text is the ‘power shift’ theory, which suggests that China started to act assertively due to changed distribution of power. It is argued that although noteworthy research material has been produced on China’s power, our general understanding suffers from conceptual obscurity. For that purpose the thesis develops a model of power suitable for comprehensive power assessment of a state in international relations. The subsequent power analysis focuses on the South China Sea, which is regarded as both demonstrative example of assertive Chinese behaviour and an important issue in the regional politics. It is found that changes of China’s power were an important necessary but not sufficient independent variable causing China’s assertive behaviour. Actions of other actors provide sufficient additional explanations for the Chinese assertiveness, which is in most cases reactive.
