THE CZECH POLITICAL CULTURE AND HER INFLUENCE ON FORM OF DEMOCRACY IN CZECH REPUBLIC

Abstract:

Tématem této práce je vztah české politické kultury a demokracie v České republice. Cílem práce bylo definovat dlouhodobě se formující charakteristické rysy české politické kultury, nastínit, které z nich se projevují v české politické kultuře do současnosti a jakým způsobem se projevují, a nakonec posoudit, jak česká politická kultura ovlivňuje demokracii v České republice. Práce se skládá z teoretické a empirické části. Teoretická část pojednává o základním pojmovém aparátu. Představuje koncepty jako politická kultura, občanská společnost a demokracie, s kterými je v práci hojně operováno. Součástí tohoto teoretického úvodu je obecné představení základních teorií demokracie, klasické liberální demokracie, jak ji prezentovali ve svých dílech J. S. Mill a A. de Tocqueville, a Schumpeterovy teorie elitní demokracie. Empirická část obsahuje praktické studium české politické kultury (v historii i současnosti), občanské společnosti a demokracie a skládá se ze dvou hlavních kapitol. První kapitola pojednává o vývoji české politické kultury od 19. století do roku 1989. Tato kapitola se zaměřuje zejména na období první republiky a období komunistického režimu. Druhá kapitola se zabývá analýzou české politické kultury po roce 1989, vytvořením a proměnou občanské společnosti po roce 1989 a jejich vlivem na podobu demokracie v České republice. K posouzení vlivu české politické kultury na demokracii byla využita metoda porovnání teoretických konceptů demokracie a praktického fungování demokracie. Výsledek tohoto srovnání ukázal, která teoretická koncepce odpovídá reálnému fungování demokracie, a umožnil zodpovědět otázku, zda demokracie v ČR trpí nějakými výraznějšími deficity a do jaké míry jsou tyto deficity způsobené českou politickou kulturou.

Abstract:

The topic of this work is the relationship of the Czech political culture and democracy in the Czech Republic. The aim of this work was to define in the long term forming characteristics of Czech political culture, to outline which of them are manifested in the Czech political culture today and how these characteristics manifest themselves, and finally, to assess how Czech political culture affects democracy in the Czech Republic. The work consists of theoretical and empirical parts. The theoretical part deals with basic conceptual apparatus. It presents conceptions as political culture, civil society and democracy, with which is frequently operated in this work. In the part of this theoretical introduction is a general presentation of the basic theories of democracy, the classical liberal democracy as presented in their works J. S. Mill and A. de Tocqueville and Schumpeter´s theory of elite democracy. The empirical part contains practical study of Czech political culture (in the history and in the present), civil society and democracy, and it consists of two main chapters. The first chapter deals with the development of Czech political culture since the 19th century until 1989. This chapter focuses particularly on period of the "First Republic" and the period of the communist regime. The second chapter concerns the analysis of the Czech political culture after 1989, building and transformation of civil society after 1989, and their influence on shape of democracy in the Czech Republic. To evaluate the influence of Czech political culture on democracy, the method of comparison of theoretical concepts of democracy and practical functioning democracy was used. The result of this comparison indicated, which theoretical conception of democracy corresponds to the real functioning democracy, and it allowed answering the question whether democracy in the Czech Republic suffers some conspicuous deficits and to what extent these deficits are caused by the Czech political culture.
