Comparison of the presidents role in political systems of France and Lithuania with emphasis on the agenda of the EU

Abstract:

Tato bakalářská práce se zabývá rolí prezidentů v semiprezidentském systému Francie a v systému Litvy balancujícím mezi parlamentní a semiprezidentskou demokracií. Hlavním cílem práce je provést komparaci vybraných prezidentů obou zemí ve výkonu pravomocí v oblasti evropské politiky (agenda EU). K vysvětlení kontextu jsou v této práci obsaženy i ostatní aspekty prezidentství obou zemí - tím je myšleno zejména postavení prezidenta politickém systému či jeho pravomoci vůči ostatním složkám systému. V práci je zohledněno jak ústavně-právní rámec úřadu, tak i jeho provádění v praxi. Z metodologického hlediska je práce postavena na komparativní metodě, kdy výzkumnými otázkami jsou: (1) Je francouzský prezident aktivnější v zahraniční politice EU než prezident Litvy? (2) Je prezident Litvy schopnější v prosazování svých cílů než francouzský prezident? Veškeré zjištěné shody a rozdílnosti budou shrnuty v závěru práce.

Abstract:

This bachelor thesis deals with the roles of presidents in the semi-presidential system of France and the system of Lithuania balancing between parliamentary and semi-presidential democracy.The main goal is to compare selected presidents of both countries in the exercise of powers in the European Policy (agenda of the EU).To explain the context, this thesis includes other aspects of the presidency of both countries - that is meant especially the position of president in the political system or its powers to other components of the system. In this thesis is reflected both constitutional and legal framework of the office, as well as its implementation in practice. From a methodological point of view, the thesis is based on the comparative method, the research questions are: (1) Is French President more proactive in the EU foreign policy than the President of Lithuania? (2) Is the President of Lithuania more capable of enforcing its goals than French president? All identified similarities and differences are summarized in the conclusion.
