Abstract:

Tato studie hodnotí účinnost systémů veřejného bydlení pro poskytování důstojného bydlení osobám s nízkými příjmy se zvláštním důrazem na operaci Garikai / Hlalani Kuhle Gwanda (OGHK). Vzhledem k tomu, že právo na bydlení je základním lidským právem, stejně jako právo na zdraví, sociální zabezpečení a sociální služby, studie se pokouší ověřit, zda projekt bydlení splňuje minimální standardy pro bydlení. Polostrukturované dotazníky byly poskytnuty 55 příjemcům systému bydlení a rozhovory byly provedeny s klíčovými informátory, zejména vládními úředníky a úředníky magistrátu v Gwandě. Zjištění výzkumu naznačila, že použitá alokační kritéria nebyla transparentní, náklady na hlavní dům byly výrazně nad možnosti většiny a také domy postavené podle domů OGHK nedosahovaly standardů bydlení (zákon o kontrole standardů bydlení a Zimbabwské předpisy pro modelové stavby). Významná ponaučení odvozená ze systému OGHK zahrnovala potřebu řádného plánování, adekvátního financování a subdodávek bytových projektů. Výzkumný pracovník doporučuje, aby příjemci vytvořili sdružení obyvatel, kteří budou ve spolupráci s městem Gwanda lobovat za další rozvoj předměstí. Obec Gwanda byla vyzvána, aby na předměstí OGHK poskytla dostatečné a bezpečné vodní a hygienické zařízení. Studie rovněž doporučuje, aby vláda Zimbabwe přezkoumala OGHK v novém, komplexnějším systému veřejného bydlení za účasti všech zúčastněných stran.

Abstract:

This study assesses the effectiveness of public housing schemes in delivering decent housing to low-income earners with particular attention to Operation Garikai/Hlalani Kuhle Gwanda (OGHK). Given that housing is one of the human rights indivisible from other fundamental rights such as the right to health, social security, and social services, the study tries to check whether the housing project meets minimum standards in a human shelter. Semi-structured questionnaires were administered to 55 beneficiaries of the housing scheme, and interviews were done with key informants, mainly government officials and Municipality of Gwanda officials. The research findings indicated that the allocation criteria used was not transparent, the cost of the core house was well beyond the reach of the majority, and also the houses built under the OGHK houses fell short of the housing standards (Housing Standards Control Act and the Model Building By-Laws of Zimbabwe). The significant lessons derived from the OGHK scheme included the need for proper planning, adequate funding, and sub-contracting of housing projects. The researcher recommends that the beneficiaries form a residents association to lobby for further development of the suburb in liaison with the Municipality of Gwanda. The Municipality of Gwanda was urged to provide sufficient, safe water and sanitation facilities to the OGHK suburb. The study also recommends that the Government of Zimbabwe review OGHK into a new, more comprehensive public housing scheme with the participation of all stakeholders.
