The Fiscal and Monetary policy of the European Union

Abstract:

The master thesis deals with the developments of the fiscal and monetary policies of EU and Eurozone member countries, covering the time periods before the start, during and after the latest economic and financial crisis, including the current gradual recovery. The thesis consists of the theoretical and practical parts. The contents of the theoretical part explain the key definitions, tools and targets of the fiscal and monetary policies . It focuses on the description of the reformed Stability and Growth Pact and the conditions of the functioning of the Banking Union. The practical part focuses on the current economic environment, the prognosis of the future macroeconomic development based on the assessment by the European Commission and the fulfillment of the conditions of the Stability and Growth Pact. Simultaneously, it points out to the nonconventional measures and tools used by ECB, like e.g. the executed stress testing. The closing part of the thesis deals with the comparisons of the fulfillment of the fiscal rules and the banking sectors in the context of implementation of the general credit policies in Italy and France.

Abstract:

Diplomová práca poukazuje na vývoj fiškálnej a monetárnej politiky krajín Európskej únie a eurozóny v období pred hospodárskou krízou, počas nej a v období postupného ekonomického rastu. Pozostáva z teoretickej a praktickej časti. Obsahom teoretickej časti je vysvetlenie základných pojmov, nástrojov a cieľov fiškálnej a monetárnej politiky. Je zameraná hlavne na reformovaný Pakt stability a rastu a podmienky fungovania Bankovej únie. Praktická časť sa zameriava na súčasný ekonomický stav, jeho prognózu makroekonomického vývoja na základe hodnotenia Európskej komisie, ako aj na plnenie podmienok Paktu stability a rastu. Zároveň poukazuje na nekonvenčné nástroje využívané ECB, súčasťou ktorých sú aj ňou realizované stres testy. Záver práce je venovaný porovnaniu Talianka a Francúzka v oblasti plnenia fiškálnych pravidiel, ako aj porovnaniu bankového sektora v kontexte úverovania ekonomiky.
