Analysis of regional elections 2008 - the case study of Moravskoslezský region

Abstract:

Práce seznamuje čtenáře s problematikou krajských voleb jakožto voleb druhořadých, jejich vývojem a s tím i spojenou krajskou politikou. Hlavním cílem bylo přiblížit průběh krajských voleb z roku 2008, zejména pak se zaměřením na jejich průběh v Moravskoslezském kraji. V úvodní části se tedy zabývám postavením krajských voleb v platném volebním systému České republiky, zřízením krajů, jejich působností a odpovědností. Další část textu je pak věnována případové studii již zmíněného Moravskoslezského kraje. Základní osou této případové studie je charakteristika kraje, prezentace jednotlivých kandidujících stran a jejich předvolebních kampaní a samotná analýza voleb a volebních výsledků z let 2000, 2004 a 2008. Stěžejními otázkami bylo, zda-li zůstanou krajské volby i nadále s přívlastkem druhořadé a na kolik v těchto volbách převažují a voliče ovlivňují celostátní témata nad tématy regionálními.

Abstract:

The thesis informs a reader about problems of regional elections, that are labelled as Second Order Elections, their development and in addition to that about local politics. The aim of the thesis was to bring near the process of regional elections that took place in 2008, especially the process of regional elections in Moravskoslezský region. The first part of the thesis is focused on status of regional elections in electoral system of Czech Republic, on the origin of regions, their force and liability. The rest of thesis is dedicated to case study of foregoing Moravskoslezský region. The principle of this case study is the charasteristic of the region, presentation of particular candidate parties and their election campaigns and the analyses of elections and election returns from the years of 2000, 2004 and 2008. The fundamental questions were, if the regional elections continued to be labelled as Second Order Elecions and how much during the election campaigns are the voters predominated and affected by the national topics at the expense of the regional topics.
