The Concept of Multi-level Governance in the Foreign Policy of the European Union and Canada: a Comparative Perspective

Abstract:

Předkládaná práce „Koncept víceúrovňového vládnutí v zahraniční politice Evropské unie a Kanady: komparativní perspektiva“ si klade za cíl vymezit hlavní rysy víceúrovňového vládnutí, které jej odlišují od státocentrických přístupů a tento koncept použít jako nástroj výzkumu zahraniční politiky Kanadské federace a Evropské unie. Práce se zabývá teoretickým vymezením multi-level governance a analýzou všech sfér politické interakce v zahraniční politice Kanady a EU. Tedy vymezením institucionálního nastavení zkoumaných oblastí a identifikací hlavních aktérů, kteří se podílí na realizaci jednotlivých fází politického cyklu zahraniční politiky vybraných systémů: nastavení zahraničněpolitické agendy a formulaci politik, rozhodovacím procesu, implementaci a realizaci politik, vnější reprezentaci, financování a na zajištění demokratické legitimity.

Abstract:

The presented thesis "The Concept of Multi-level Governance in the Foreign Policy of the European Union and Canada: a Comparative Perspective" aims to identify the main features of multilevel governance that distinguish this approach from the state-centric approaches and to apply the concept as a framework for the research of Canada’s and EU foreign policy. The thesis deals with the theoretical definition of multi-level governance and with the analysis of all dimensions of political interaction in the foreign policy of Canada and the EU. Thus, the institutional setting of the examined areas is described; and the major actors involved in the implementation of the various phases of the political cycle: foreign policy agenda setting and policy formulation, decision-making, implementation and policy realization, external representation, funding and ensuring democratic legitimacy; are identified.
