THE CONCEPT OF FLEXICURITY AS A SOLUTION OF UNEMPLOYMENT IN THE EUROPEAN UNION AT THE TURN OF MILLENNIUM : SUCCESS or MISTAKE?

Abstract:

Cílem práce je zhodnocení konceptu flexicurity z hlediska možnosti jeho využití jako universálního nástroje politiky zaměstnanosti na vzorku dat vybraných zemí EU. Současně bylo cílem zjistit udržitelnost tohoto konceptu v období hospodářského poklesu. Výzkum byl proveden s využitím statistických databází Eurostat a OECD. Metodologicky je praktická část práce založena na vytvořených kompozitních flexicurity indikátorech, kterými jsou: input za období 2001 - 2011 a outcome za období 2005 - 2014 a jejich komponentů: index ochrany zaměstnání, index celoživotního vzdělávání, výdaje na aktivní a pasivní politiku zaměstnanosti na nezaměstnaného atd. Tyto proměnné, které jsou doporučovány Evropskou komisí, jsou použity v modelu regresní analýzy za účelem zjištění jejich vlivu na formy zaměstnanosti. Výsledky předložené práce naznačují signifikantní pozitivní vliv input kompozitního indikátoru flexicurity na výsledky trhu práce, avšak s nízkou statistickou významností a koeficientem determinace. Outcome kompozitní indikátory flexicurity se jeví jako nevhodný nástroj, který má vést k dosažení vytyčených cílů. Komparativní analýza poukazuje na finanční náročnost konceptu flexicurity. Práce je příspěvkem do diskuze o možnosti využití konceptu flexicurity jako nástroje pro dosažení cílů strategie Evropa 2020.

Abstract:

The aim of this thesis is to evaluate the concept of flexicurity in terms of its possible use as a universal instrument of employment policy on a sample of selected EU countries. At the same time the aim was to determine the sustainability of this concept in the economic downturn. The research was carried out using the Eurostat and OECD statistics databases. The methodology of the empiric part is based on the composite flexicurity indicators, which are: input for the period 2001 - 2011; outcome for the period 2005 - 2014 and their components: Employment protection legislation, lifelong learning index, expenditure on active and passive labour market policy per unemployed person etc. These variables, which are recommended by the European Commission, are used in the regression analysis in order to determine their effect on the labour market outcome. Results suggest that the input composite flexicurity indicator has a significant positive impact on the labour market outcome. However, the statistics significance and coefficient of determination are low. The outcome composite indicators of flexicurity appear to be an inappropriate tool to reach the desired outcome. Comparative analysis shows the financial demands of the concept. The thesis is a contribution to the discussion on the possibility of using flexicurity as a instrument for achieving the objectives of Europe 2020.
