Práce se zabývá tvorbou právních předpisů ústředních orgánů státní správy a odpovídá na základní otázku, zda současná tvorba těchto právních předpisů v České republice naplňuje požadavky na tvorbu dobrého práva. The thesis deals with creation of legislation of the central government authorities and answears the question whether the current creation of these kind of legal regulations in the Czech Republic meets the requirements for the creation of good law.
