Analysis of perceptions of incumbent actors in the Slovak power sector in relation to Fit for 55

Abstract:

Energy transition is an important topic among EU Member States. De-carbonisation targets deliberately destabilise the electricity sector and actors in it are forced to react. The case study of the Slovak electricity sector reveals the actions of incumbent actors towards the Fit for 55 legislative package and records the progress of energy transition in the sector. The paper calls upon Frank Geels' well-known multilevel perspective (MLP) theory and puts forward the hypothesis that in-cumbent actors are diverse in character, perceptions and behaviour.

Abstract:

Energetická tranzícia je dôležitou témou medzi členskými štátmi EÚ. Dekarbonizačné ciele zámerne destabilizujú elektroenergetický sektor a aktéri v ňom sú nútení reagovať. Prípadová štúdia slovenskej elek-troenergetiky odkrýva činnosť úradujúcich aktérov voči legislatívnemu balíčku Fit for 55 a zaznamenáva napredovanie energetickej tranzície v sektore. Práca vyzýva známu teóriu viacúrovňovej perspektívy (MLP) od Franka Geelsa a predkladá hypotézu, že úradujúci aktéri majú rôz-norodú povahu, názory a správanie.
