Abstract:

Název: Volby do Evropského parlamentu optikou rozdílů mezi východním a západním Německem European Parliament Elections in Perspective of the Differences between West and East Germany Studentka se ve své magisterské práci bude zabývat průběhem německých voleb do Evropského parlamentu chronologicky od sjednocení Německa až po poslední volby v roce 2009. Pokusí se zanalyzovat také případné rozdíly mezi chováním voličů z východní a ze západní části země a bude zkoumat, zda volby odpovídají teorii voleb druhého řádu. Volby do Evropského parlamentu jsou nedílnou součástí evropského politického systému a nejinak tomu je i v Německé spolkové republice. Německo jako jeden z hlavních motorů evropské integrace má díky své velikosti největší počet europoslanců. Volby do Evropského parlamentu jsou obecně považovány za tzv. volby druhého řádu, kde se promítá spíše nesouhlas se stávající národní politickou elitou, než skutečné voličské preference. Voliči se rozhodují podle toho, jak dalece jsou spokojeni se současnou vládou a méně podle programu jednotlivých kandidátů. Je otázka, zda se tento fakt promítá do rozhodování voličů v Německé spolkové republice a zda jsou tam stále patrné rozdíly v rozhodování mezi voliči z východní a ze západní části Německa. Výzkumná otázka 1: Lze označit německé volby do Evropského parlamentu po sjednocení Německa také jako tzv. volby druhého řádu? Zohledňují němečtí voliči ve svém rozhodování fakt, ze které části Německa pocházejí? Výzkumná otázka 2: Reflektují volební programy vybraných politických stran ve volbách do EP evropskou problematiku nebo se věnují spíše domácím tématům? Abstract:

Title: European Parliament Elections in Perspective of the Differences Between West and East Germany In her graduate course work the student will address the German elections to the European Parliament in chronological order from the unification of Germany to the last election in 2009. The student also tries to analyze possible differences between the behavior of voters from the eastern and western parts of the country and will examine whether elections correspond to second-order elections theory. Elections to the European Parliament are an integral part of the European political system and so it is in the German Federal Republic. Germany, as one of the main driving force of the European integration also has the largest number of MEPs. Elections to the European Parliament are generally considered to be the second-order elections, which is reflected in a rather disapproval of the current national political elite than the actual voter preference. Voters will decide according to how much they are satisfied with the current government and less according to the individual candidates. The question is whether this fact is reflected in the decisions of voters in Germany and whether there are still marked differences in decision making between voters from the eastern and the western part of Germany. Research Question 1: Can the German elections to the European Parliament after the unification of Germany be called second-order elections? Do the German voters take into account their residence in their decision ? Research Question 2: Do the selected electoral programs of political parties in elections to the European Parlament reflect European issues or do they rather deal with domestic issues?
