The Role of the Customs Administration of the Czech Republic in the Implementation of a Common Security Risk Analysis

Abstract:

Role Celní správy České republiky zaznamenala v posledních letech výraznou změnu. Rychle se měnící globální prostředí staví celní orgány v 21. století před nové náročnější úkoly. Základním cílem práce je charakterizovat roli orgánů Celní správy České republiky při provádění společné bezpečnostní analýzy rizik. V práci jsou popsány širší souvislosti, zabývající se otázkami globalizace, mezinárodního obchodu, celní unie a bezpečnostní role celních orgánů. Pozornost je věnována také obsahu právních předpisů a jiných dokumentů Evropské unie, které s uvedenou oblastí souvisí. Stěžejní část práce je zaměřena na koncepci analýzy rizik v prostředí Celní správy České republiky a zároveň se zabývá analýzou společných bezpečnostních rizik Evropské unie. Závěrečná část pak obsahuje rámcové návrhy možných řešení identifikovaných nedostatků ve zkoumané oblasti.

Abstract:

The role of the Customs Administration of the Czech Republic has changed significantly in recent years, with the rapidly changing global environment posing new challenges for customs authorities in the 21st century. The aim of this thesis is to characterize the role of the Customs Administration of the Czech Republic in the implementation of a common security risk analysis. The thesis describes the broader context of globalization, international trade, customs union and the security role of customs authorities. Attention is also paid to legislation and other European Union documents related to this area. The main part of the thesis focuses on the concept of risk analysis within the Customs Administration of the Czech Republic and also addresses an analysis of common security risks of the European Union. The final part contains general proposals for possible solutions to identified shortcomings in the researched area.
