Abstract:

Diplomová práce je složena ze čtyř kapitol, které se věnují odpovědi na otázku jaký má vliv institucionální výchova na dítě a současně jaká preventivní opatření nabízí sociálně- právní ochrana dětí před umístěním dítěte do institucionální výchovy. Tento cíl diplomové práce nabízí ucelený text o možnostech preventivních nástrojů sociálních služeb, OSPOD, neziskových organizací, náhradní rodinné péče a současně přináší analytické zmapování vlivu instituce na dítě tedy i zdůvodnění, proč je nutné usilovat o preventivní kroky před umístěním dítěte do institucionální výchovy. První kapitola představuje systém institucionální péče o děti v České republice. Další kapitola se zabývá orgánem sociálně - právní ochrany dítěte. Vymezuje jeho činnost z pohledu regionu a kompetencí. Třetí kapitola je stěžejním textem celé diplomové práce. Zabývá se totiž preventivními kroky, před umístěním dítěte do institucionální péče. Preventivní kroky můžeme rozdělit do tří částí - ze strany OSPOD, ve vzájemné spolupráci OSPOD a neziskové organizace a třetí je náhradní rodinná péče. Třetí krok je tedy odebrání dítěte, ale na místo instituce je zvolena náhradní rodinná péče, která z pohledu tématu je prevencí. Poslední kapitola odpovídá na otázku, jaký má vliv institucionální výchova na dítě? Jinými slovy proč jsou nutná preventivní opatření před umístěním dětí do institucionální péče. Odpověď ukazuje na mnohé české, zahraniční výzkumy, prokazující negativní vliv pobytu dítěte v institucionální výchově oproti péči dítěte v rodině. Poslední kapitola také nabízí perspektivu vývoje systému péče o dítě v České republice.

Abstract:

The diploma thesis consists of four chapters, which deal with the answer to the question of what effect institutional education has on the child and at the same time what preventive measures social and legal protection of children before placing a child in institutional care. This goal of the diploma thesis offers a comprehensive text on the possibilities of preventive tools of social services, social- legal protection, non-governmental organizations, alternative family care and also provides an analytical mapping of the impact of the institution on the child. The first chapter presents the system of institutional care in the Czech Republic. The next chapter deals with the social- legal protection of the child. It defines its activities from the perspective of the region and competencies. The third chapter is the main text of the whole diploma thesis. It deals with preventive steps before placing a child in institutional care. Preventive steps can be divided into three parts - by social- legal protection, in mutual cooperation between social- legal and non-profit organizations, and the third is alternative family care. The third step is to remove the child, but substitute family care is chosen in place of the institution, which from the point of view of the topic is prevention. The last chapter answers the question, what is the effect of institutional education on the child? In other words, why preventive measures are needed before placing children in institutional care. The answer points to many Czech, foreign researches, proving the negative impact of the child's stay in institutional education compared to the child's care in the family. The last chapter also offers a perspective on the development of the childcare system in the Czech Republic.
