The position and tasks of the regional office of financial administration

Abstract:

Bakalářská práce se zaměří na postavení a úkoly územního pracoviště finančního úřadu jako organizační složky finančního úřadu, a tedy i orgánu Finanční správy České republiky. V práci budou popsány organizační vztahy mezi jednotlivými odděleními uvnitř vybraného územního pracoviště, povinnosti k jeho nadřízeným orgánům a dále také vlastní proces daňové správy ve vztahu k daňovým poplatníkům. V praktické části budou rozebrány výhody, nevýhody a dopady vývoje informačních systémů Finanční správy a legislativních změn na práci úředníků, organizační strukturu územních pracovišť a daňové poplatníky. Cílem práce bude zhodnotit aktuální postavení územního pracoviště, zejména jeho silné a slabé stránky ve vztahu k platné legislativě, procesům a informačním systémům Finanční správy České republiky, vyhodnocení dopadů chystaných změn v zákonu o daních z příjmů na územní pracoviště a návrh případných řešení pro větší efektivitu činností a snadnější zavedení chystaných změn. Použitými metodami k dosažení cíle práce budou zejména deskripce, analýza a komparace.

Abstract:

This bachelor work will focus on standing and tasks of the workplace of the financial management as an organizational unit of the financial management and also the authority of the financial management of the Czech Republic. The work will describe organizational relationships between individual departments inside a workplace, its responsibilities towards its authorities and also the own process of the tax administration toward the relationship of the tax payers. The practical part will dismantle the benefits, disadvantages and impacts of the evolution of information systems of financial management and legislative changes on the work of officials, organizational structure of workplace and taxes payers. The goal of this work will be to evaluate the standing of the workplace, especially its strong and weak points in the relationship to the applicable legislation, processes and information systems of the financial management of the Czech Republic, evaluation of the impact of planned changes of the applicable legislation in the law about taxes from income of the regional office and a proposal of potential solutions for a more effective workflow and an easier introduction of planned changes. The used methods for the completion of the work will be mainly descriptions, analysis and comparisons
