Impact of transfer of responsibility for payment of social benefits from municipalities to the Labour office from citizen's perspective.

Abstract:

Předmětem diplomové práce je zjištění dopadu převodu výplaty sociálních dávek z obcí na úřad práce, a to z pohledu klientů úřadu práce v Chrudimi. Teoretická část pojednává o základních etapách reformy veřejné správy, institucionálním zajištění systému sociálního zabezpečení po roce 1990 a analyzuje vývoj nepojistných sociálních dávek od roku 1990 až do současnosti. Obsahem praktické části je charakteristika obyvatel okresu Chrudim a Úřadu práce České republiky kontaktního pracoviště Chrudim, přiblížení cílů výzkumu a seznámení s metodou sběru dat. Autorka vykresluje průběh dotazníkového šetření a interpretuje získaná data. V návaznosti na zjištěné výsledky jsou navržena opatření na zlepšení stávající situace, které shrnuje poslední kapitola.

Abstract:

The subject of the thesis is to determine the impact of the transferring of social benefits from municipalities to the Labor Office from the perspective of the clients of The Labor Office of Chrudim. Theoretical basis deals with the basic stages of the public administration reform and social security system after 1990 and analyzes the development of non-insurance social benefits since 1990 until present. Practical basis describes population characteristics of Chrudim district and The Labor Office of Chrudim, defines the research objectives and indentifies with methods of data collection. The author portrays the process of the survey and in the form of interpretation of obtained data and discussion clarifies the results of the survey. In connection to obtained results the arrangements for improvement of the current situation have been suggested and are summarized as the last chapter.
