Abstract:

Bakalářská práce se zabývá tématem etiky ve veřejné správě v prostředí územních samosprávných celků a nabízí pohled na činnost veřejné správy a s ní související etický kodex, který je pro úředníky nezbytnou součástí při jejich pracovní činnosti. Práce si klade za cíl analyzovat postoj úředníků a zaměstnanců k dodržování etického kodexu v závislosti na množství práce jim přidělené a také zhodnotit, nakolik mohou zátěžové situace ovlivnit dodržování tohoto etického kodexu. Práce popisuje etiku, etický kodex zaměstnanců ve veřejné správě a taktéž popisuje profil veřejné správy, etické principy a nastínění problematiky etického kodexu ve veřejné správě. Praktická část je zaměřena na výsledky kvantitativního šetření prováděného formou dotazníku mezi úředníky veřejné správy v Moravskoslezském kraji, a to zejména metody explorační statistické analýzy dat. Z výzkumu vyplynulo, že úředníci jsou si existence a obsahu etického kodexu vědomi, přesto je zátěžové situace dokáží ovlivnit natolik, že jej poruší, ať už z části či zcela. Z provedeného výzkumného šetření lze tedy dovodit, že pracovníci úřadu v Moravskoslezském kraji jsou názoru, že tlak a zátěžové situace, kterým jsou ve výkonu státní moci vystavování, ovlivňují míru dodržování etického kodexu v praxi.

Abstract:

The bachelor's thesis deals with the topic of Ethics in public administration and offers an insight into the activities of public administration and the related Code of ethics, which is essential for officials in their work. It aims to analyze the attitude of officials and employees towards compliance with the Code of ethics depending on the amount of assigned work and also to assess the extent to which stressful situations can reduce compliance with this Code of Ethics. The theoretical part describes a brief overview of definitions such as ethics, Code of Ethics for employees in public administration and also describes the profile of public administration, ethical principles and outlines the issues of Code of ethics in public administration. The practical part is focused on the results of a quantitative research conducted in the form of a questionnaire among public administration officials in the Moravian-Silesian Region. The practical part uses mainly methods of quantitative research, especially methods of exploratory statistical data analysis, as well as the method of comparison In the end, it evaluates the obtained analysis, which was subsequently statistically evaluated. The research also showed that officials are aware of the existence and content of the code of ethics, yet stressful situations can affect them to such an extent that they violate it, either in part or in full. It can therefore be concluded from the research that the employees of the Office in the Moravian-Silesian Region are of the opinion that the pressure and stressful situations to which they are exposed in the exercise of state power affect the degree of compliance with the code of ethics in practice.
