Impacts of a Děčín lock and weir construction on economic use of the river Labe for river transport companies

Abstract:

Práce je zaměřena na výstavbu Plavebního stupně Děčín a jeho dopad na splavnost a využití řeky Labe. Studie ukazují, že existuje řada argumentů od oponentů i proponentů, kdy oponenti hájí zejména životní prostředí daného okolí a proponenti, kteří podporují zlepšení plavebních podmínek kvůli rozvoji lodní dopravy, jak z regionálních důvodů, tak zejména i kvůli přeshraničním vztahům. Jedná se o mezinárodně významný projekt, který má zabezpečit přístup k námořním přístavům. Cílem práce je zjistit, zda by se zvýšilo využití řeky Labe, pokud by se zrealizovala výstavba Plavebního stupně Děčín na dolním toku řeky Labe, který by zajistil splavnost řeky téměř po celý rok při ponoru 140 cm. Dalším krokem bylo také zanalyzovat vývoj splavných dnů na dolním toku řeky Labe a přepravované komodity po vodních cestách v ČR. K naplnění cíle byla využita analýza časových řad, pomocí které byl vyhodnocen objem přepravy po vnitrozemských vodních cestách a vývoj splavných dnů. Dále pomocí dotazníkového šetření byla získána primární data, která byla vyhodnocena pomocí statistických metod. Práci bude moct využít jako doporučení, nebo příspěvek k odborné diskusi, ministerstvo dopravy, potencionální uživatelé či odborníci, kteří se zabývají vodní infrastrukturou.

Abstract:

The work is focused on the Děčín lock and weir construction and its impact on the economic use of the river Labe. Studies show that there are a number of arguments from both sides, where opponents defend the environment and proponents support the improvement of shipping conditions due to the development of shipping, both for regional reasons and especially for cross-border relations. This is an internationally significant project to secure access to seaports. The aim of the work is to find out whether the use of the river Labe would increase if the Děčín lock and weir construction would take place on the lower reaches of the river Labe, which would ensure the navigability of the river almost all year round at a dive of 140 cm. The next step was analyzing the development of navigable days on the lower reaches of the river Labe and what kind of cargo hase been distributed since 1996 via the stream. To fulfill the goal, an analysis of time series was used, which evaluated the volume of transport on the inland waterways and the development of navigable days. Furthermore, primary data were obtained using a questionnaire survey, these data were evaluated using statistical methods. This work could be used as a recommendation or contribution to the professional discussion, the Ministry of Transport, potential users or experts who deal with water infrastructure.
