Anotácia:

Předmětem zkoumání práce je činnost Evropské agentury pro řízení operativní spolupráce na vnějších hranicích členských států Evropské unie (Frontex) ve Středomoří po roce 2009 ve vztahu k nelegální migraci. Cílem je nejprve vymezit pole působnosti Frontexu a jeho roli v boji proti nelegální migraci a poté se zaměřit na konkrétní aktivity agentury ve Středomoří po roce 2009 a na možnosti její spolupráce se třetími zeměmi. Pro účely tohoto zkoumání je využit přístup experimentalistického vládnutí Charlese Sabela a Jonathana Zeitlina, jenž je novým přírůstkem do směsi koncepcí vládnutí, a je relevantní zejména v oblastech charakterizovaných značně heterogenními zájmy.

Abstract:

The thesis is focused on the activity of the European Agency for the Management of Operational Cooperation at the External Borders of the Member States of the European Union (Frontex) in the Mediterranean Region in relation to illegal migration after 2009. The aim of the thesis is to define the role of Frontex and the scope of its activities in the fight against illegal migration and then examine these activities in the Mediterranean Region after 2009 with focusing also on the possibilities of the agency to work with third countries. For the purpose of this examination the theory approach used in this thesis is experimentalist governance of Charles Sabel and Jonathan Zeitlin. Experimentalist governance is a new addition to the mix of concepts of governance and is particularly relevant in the areas characterized by very heterogenous interests.
