Structural changes in the Czech economy: a DSGE model approach

Abstract:

Disertační práce zjišťuje, zda došlo v letech 1996 až 2011 k nějakým strukturálním změnám v české ekonomice aproximované DSGE modelem odhadnutém Bayesovskými metodami. Hlavní analýza disertační práce rozumí pod pojmem "strukturální změna" změnu jednoho či více modelových parametrů. Strukturální změny jsou identifikovány pomocí rekurzívní, "rolovací" a tzv. analýzy "prvního pozorování". Všechny tyto analýzy vycházejí z Bayesovských odhadů modelu. Přístup disertační práce je novátorský v tom, že nabízí výpočty pravděpodobnosti, při kterých nastaly strukturální změny. Před rokem 1999 byla identifikována strukturální změna, která může být připsána šokům, které zasahovaly domácí ekonomiku a také změnám preferencí domácí monetární autority. Všechny uvedené změny jsou statisticky významné na běžných hladinách významnosti. Čtvrtletí, ve kterém nastalo nejvíce změn modelové struktury v současné krizi je první čtvrtletí roku 2009. Toto čtvrtletí je také charakteristické změnami v propagačních mechanismech modelu. Ze srovnání chování domácí a zahraniční monetární autority jde vyvodit závěr, že se domácí monetární autorita potýkala se změnami preferencí před a během zavádění inflačního cílení, avšak od té doby jsou preference domácí monetární autority v podstatě neměnné a to včetně období současné hospodářské krize. Zahraniční monetární autorita nečelila žádným zásadním problémům s konzistencí monetární politiky během poloviny a konce devadesátých let. Na druhou stranu, v době současné hospodářské krize se preference zahraniční monetární autority změnily. K hlavním zjištěním práce byla provedena analýza citlivosti pomocí metodologicky odlišného a v současné době špičkového přístupu (Unscented Particle Filter). Přestože jsou výsledky pouze předběžné, ukazuje se, že zásadní zjištění o strukturálních změnách jsou podobná u obou metod. Rekurzívní analýza impulzních odezev umožňuje srovnávat funkce impulzních odezev v čase. Zjištěné změny znamenají, že se vnitřní mechanismy fungování ekonomiky se v čase mění. Nejzásadnější změny v reakcích ekonomiky na šok byly identifikovány v reakcích na celosvětový technologický šok. Byla též provedena analýza rozkladu rozptylu. Ukazuje, že je vysvětlení rozptylu odchylky inflace velmi symetrické mezi domácí a zahraniční ekonomikou. Vysvětlení u odchylky úrokové míry vykazuje silný průsak šoků ze zahraniční do domácí ekonomiky. Vysvětlení u odchylky růstu ekonomiky ukazuje rozdíl ve vysvětlení pomocí nabídkových šoků. V případě domácí ekonomiky jde asi o 25 % avšak v případě zahraniční ekonomiky jde jen o mizivé hodnoty. U zahraniční ekonomiky hraje mnohem zásadnější roli poptávkový šok. Disertační práce identifikovala několik strukturálních změn. Jedna zásadní strukturální změna se stala v době zavádění inflačního cílení Českou národní bankou, druhá zásadní změna je přímým důsledkem současné hospodářské krize.

Abstract:

The thesis ascertains whether there were any structural changes in the Czech economy approximated by a DSGE model estimated with Bayesian methods. The time-frame of interest is 1996-2011. For the main analysis, this thesis understands "structural change" as a change in one or more model parameters. Structural changes are identified with recursive, rolling and so-called "first observation" analyses. All of these analyses proceed from Bayesian estimation of the model. The approach of the thesis is innovative so that it ascertains the probability at which the structural changes occurred. Prior to the first quarter of 1999, there was a structural change that can be mostly attributed to the shocks hitting domestic economy and also changing preferences of domestic monetary authority. All of these changes are statistically significant at conventional levels. The quarter which is accompanied by most changes in the model structure during contemporary recession is the first quarter of 2009. Moreover, it is also apparent that this period represents shifts in the propagation mechanisms. Comparison of the behavior of domestic and foreign monetary authorities shows that the domestic monetary authority needed to change preferences before and during the incorporation of inflation targeting and the preferences of the domestic monetary authority are consistent ever since, including contemporary recession. Foreign monetary authority did not face any major consistency problems in mid and late 90s, however, the preferences of the foreign monetary authority seem to have changed during contemporary recession. Sensitivity analysis of the main findings was also conducted with a methodologically different state-of-the-art method (Unscented Particle Filter). Despite preliminary nature of the sensitivity analysis results, there seem to be a match in major findings of structural changes by both methods. Recursive impulse response analysis allows for comparison of impulse response functions over time. Ascertained changes indicate that the workings in the economy change as time passes. The most striking changes in reactions of the economy to shocks are in reactions to a world-wide technology shock. Variance decomposition analysis was also conducted. It shows that the explanation of inflation gap variance by the nature of shocks is very symmetric between domestic and foreign economies. The explanation of the interest rate gap exhibits a strong leak of shocks from foreign to domestic economy. The explanation of output growth gaps shows that domestic output growth gap is explained by domestic supply shocks by some 25 %, but foreign output growth gap is explained by foreign supply shocks by negligible values. In the case of foreign economy, there is much more prominent role of demand shock. The thesis identified several structural changes. One major structural change happened in the context of incorporation of inflation targeting regime by the Czech National Bank, the other major was a result of contemporary recession.
