The current EU cohesion policy and its impact on regional disparities in the Czech Republic

Abstract:

Politika soudržnosti je jedním z hlavních pilířů politického a ekonomického prostoru, jež doplňuje fungování vnitřního trhu a měnové unie. Jejím cílem je snižovat rozdíly mezi úrovněmi rozvoje regionů, což je zvláště důležité pro bývalé socialistické ekonomiky jako je Česká republika. Cílem této diplomové práce je zodpovědět výzkumnou otázku, zda politika soudržnosti pozitivně ovlivnila vývoj disparit od 90. let až do současnosti. Pro přehledné zodpovězení výzkumné otázky je práce rozdělena do čtyř kapitol. První se zabývá teoretickou stránkou regionálního rozvoje a disparit, druhá politikou soudržnosti a jejím vzájemným vztahem s Českou republikou. Třetí kapitola pomocí metody sledování mezi-regionálních rozdílů a čtyř ukazatelů vyhodnocuje regionální diferenciaci v ČR a čtvrtá kapitola pomocí ukazatele variability určuje konvergenční tendence krajů České republiky. Z výsledků práce vyplývá, že ačkoliv ekonomické disparity mezi regiony mají v letech 1995-2018 rostoucí trend, politika soudržnosti má za stanovených předpokladů neutrální až pozitivní vliv.

Abstract:

The cohesion policy is one of the main pillars of political and economic area, which complements the functioning of European single market and monetary union. The main goal of the cohesion policy is to reduce the differences between regional development levels, which is important especially for former socialist countries such as the Czech Republic. This diploma thesis aims to answer the research question, whether the cohesion policy has positively influenced the development of regional disparities since the 1990s up today. To answer this question comprehensively, the thesis has been divided into four parts. The first part deals with the theoretical aspects of regional development and disparities and the second with the cohesion policy and its mutual relationship with the Czech Republic. The third, using the method of monitoring of interregional differences and four indicators, evaluates the regional differentiation in the Czech Republic. The fourth, based on the variability indicator, determines convergence tendencies among Czech regions. The result of the thesis shows that although the economic disparities has had between 1995 and 2018 a growing trend, the effect of the cohesion policy is under certain assumptions neutral to positive.
