Abstract:

Bakalářská práce se zaměřuje na funkcionářské elity okresních národních výborů v Rychnově nad Kněžnou a Dobrušce mezi lety 1948 až 1960. Studie se zabývá analýzou personálních pohybů celého spektra funkcí ve státní správě, což zahrnuje funkcionáře a poslance ONV v obou okresech a dále nevolené vedoucí úředníky aparátu obou ONV. Sledováno je obsazení jednotlivých funkcí počínaje volbami do Národního shromáždění v květnu 1948 s následnou obměnou na jednotlivých funkcích a dále změny na daných funkcích vyplývající z komunálních voleb v letech 1954 a 1957.Práce se snaží objasnit důvody, které vedly k případným kádrovým změnám. V této souvislosti je zohledněno fungování vnitřní organizace ONV a vazby mezi jejich jednotlivými orgány. Dotčeny jsou také společensko-politické poměry obou okresů. Výklad zakončuje pojednání o územní reorganizaci v roce 1960 a s tím související změny ve vnitřníorganizaci národních výborů všech stupňů.

Abstract:

The bachelory thesis is focused on the functionary elites of the District National Committees in Rychnov nad Kněžnou and Dobruška in years 1948 – 1960. The study is engaged in analysis of the personal movements in the whole spectrum of functions in the State administration, it includes functionaries and deputies of the District National Comittees in both districts and then non-elected leadership officials of appliance of both District National Comittees. It is pursued occupation single functions starting with elections to the National Assembly in May 1948 withsubsequent exchanges in single functions and then the changes in given to functions sequent upon the municipal elections in years 1954 and 1957. The work tries to clear up reasons which lead in relevant personnel changes.There is made provision for functioning of inner organization of the District National Committees and links between their single authorities in this connection. They are also touched social-political conditions of bothdistricts. The exposition about territorial reorganization in year 1960 and with it related changes in the inner organization of all levels of the National Committees closes the interpretation.
