The Convention on Cluster Munitions as a tool for preventing and reducing the use of cluster munitions

Abstract:

Úmluva o kazetové munici vstoupila v platnost v roce 2010. Úmluva zakazuje výrobu, skladování a přepravu kazetové munice. Autorka aplikuje teorii kontroly zbrojení Stuart Crofta a konfrontuje prezentovanou typologii s aktuálním stavem mezinárodní kontroly zbrojení, kterou představuje Úmluva o kazetové munici. Autorka dochází k závěru, že předložená typologie není dostatečnou a předkládá argumenty pro rozšíření typologie na základě humanitárních aspektů mezinárodní kontroly zbrojení. Autorka toto tvrzení dále rozvíjí s ohledem na postoje stálých členů RB OSN vůči Úmluvě.

Abstract:

The convention on Cluster Munitions came into force in 2010. The Convention prohibits the production, holding and transfer of cluster munitions. The author applies the theory of arms control by Stuart Croft and tries to confront Croft’s typology with current state of international arms control, presented by the Convention on Cluster Munitions. Author comes to a conclusion that the typology is not sufficient in it’s views of humanitarian security and presents arguments for additional typology based on the humanitarian aspects of international arms control. Author further develops this argument in research of individual stance towards the convention by the permanent members of the UN Security Council.
