Abstract:

Anotace: Základním cílem této diplomové práce je provedení analýzy případné implementace přímé volby starostů obcí do právního prostředí České republiky. Postupně jsou zde představeny a popsány hlavní pilíře zavedení přímé volby, důvody, které laickou, ale i odbornou veřejnost stimulují k jejímu zavedení, jsou zde specifikovány hlavní otázky, které s vytvořením tohoto institutu souvisejí, jakož i určitý exkurz do systémů obecních zřízení v sousedních evropských státech. Prostor je zde věnován zhodnocení rizik a příležitostí přímé volby s následnou komparací s reálnými potřebami společnosti a v neposlední řadě taktéž formulovány a vzneseny protiargumenty, jež jsou přetransformovány ve vlastní závěr, zda přímou volbu v podmínkách právního systému České republiky realizovat či nikoliv.

Abstract:

Abstract: The main objective of this thesis is to analyze the possible implementation of direct elections of mayors in the legal system of the Czech Republic. Gradually, are presented and described the main pillars of establishment of direct election the reasons that lay, but also professional community stimulates to its implementation, there are specified the main issues with the creation of the Institute as well as a specific excursion to the establishment of municipal systems in neighboring European countries. Some scope here is devoted to the assessment of risks and opportunities of the direct election with subsequent comparison with the realneeds of society and last but not least also formulated and raised counter-arguments, which are transformed in to my ownconclusion, whether direct election in terms of the legal system of the Czech Republic implement or not.
